Jews throughout Poland to un
mask the role of “reactionary

ent leadership of the World Jew
ish Congress was issued here by
the Central Jewish Committee of
Poland in connection with Inter
national Peace Day which was
celebrated last week.
The present leadership of the
World Jewish Congress was ac
cused of working in behalf of
“American imperialism” and
against the U.S.S.R. and the coun
tries of Eastern Europe. The same
call told the Jews that the only
guarantee of the security of a
Jewish sate is the bloc of nations
headed by the Soviet Union and
the Eastern European countries
where race hatred and anti-Semi
tism are classed as crimes against
the state.

“Liberal strides have been made all over the
South, and we of the South are proud that our
leadership, in the main, is guiding our efforts
wards the goal of enlightened progress. The
evolution of the South has on occasion been re
tarded, but not for long. Among the enemies who
would retard this process of conscious evolution
are terrorist organizations,” states Judge Lewis
in a foreword to the booklet whose co-authors
are Alexander F. Miller, Director of the South
ern Office and Morris Abram, an Atlanta attor
ney.
“How to Stop Violence! Intimidation! In Your
Community” was prepared in answer to the
many requests for information about legislation,
either existing or proposed, on thi subject. The
booklet discusses the several types of laws to
curb terroristic organizations, the legal back
ground of the laws, and the ways in which these
laws can be used most effectively. Model laws
illustrating each type are contained in an ap
pendix at the end of the booklet. Several of these
laws, notably the anti-mask bill and the anti
cross burning bill, have been enacted in 22 com
munities in Georgia. Tennessee and Florida, and
Alabama recently passed the State anti-mask act.
Commenting on the booklet, Judge Lewis
points out that, while it is realized that legisla
tion cannot make morals, nor can it .control
mores, the activity promoting legislative action
and the legislation itself can and do influence
public thinking and most certainly form an im
portant part of the expression and implementa
tion of public opinion. The gap between law and
law enforcement is clearly recognized, and the
responsible citizen is charged with the respon
sibility of causing this gap to be closed and in
suring that law enforcement officers are held
responsible for the just and effective discharge
of their duties.
“While we of the South have contributed our
full share of the problems resulting from dis
criminations, this booklet is another demonstra
tion that we also are contributing more than our
full share oward the solution of the problems of
bigotry,” says Judge Lewis.
Morris R. Abram is a practicing attorney in
the city of Atlanta, a native of Fitzgerald, Ga., a
graduate of the Universiy of Georgia, and a
Rhpdes scholar. He had a disinguished war rec
ord with the United States Armed Forces and
assisted legal counsel during the Nuremburg
trials for Nazi war criminals.
Alexander F. Miller is director of the southern
area for the Anti-Defamation League of B’nai
B’rith, an office he has held for many years.
Prior to his present position, he was Director of
the League’s Florida office in Miami. Last year
he received an award from the Fellowship of
Southern Churchmen for having made an im
portant contribution to the advancement of
brotherhood and the Christian ideal.
