Southeastern States Region
David Zeff has been appointed
Director of the Southeast Region
of the Council of Jewish Feder
ations and Welfare Funds, ac
cording to James L. Permutt,
Birmingham, Regional President.
Mr. Zeff, who has already as
sumed his new duties, was form
erly executive director of the
New Britain (Conn.) Jewish Fed
eration. He sucoeeds Gerald S.
Soroker who served as temporary
director of the region. At the
same time, Mr. Permutt disclos
ed that the regional office will
be located at 614 Chamber of

As regional director, Mr. Zeff
will provide communities with
personal consultation problems
of social planning, campaigning,
budgeting, community organiza
tion and interpretation. In addi
tion to periodic field visits, he
will make available to communi
ties and to the Regional Board
of Directors and Committees the
wide range of Council informa
tion and experience in every re
spect of Jewish communal life.
An important phase of Mr.
Zeff’s activities will be the fur
ther development and strength
ening of social service programs
in child care and care of aged,
which have been established by
communities on a regional or
state-wide basis.
The CJFWF Southeast Region
includes the states of Alabama,
Florida, Georgia, North Carolina,
South Carolina, Tennessee (with
the exception of Memphis), Vir
ginia and Eastern Louisiana.
Mr. Zeff served in New Britain
for three and one-half years. He
had major responsibility for de
veloping and administering the
Jewish community’s varied pro
gram including health and wel
fare services, fund raising, com
munity relations and public re
lations. Prior to that time, he
was assistant director of the
Minneapolis Federation for Jew
ish Service, and a caseworker on
the staff of the National Refugee
Service.
During World War II, Mr. Zeff
served in. the 2nd Mechanized
Cavalry Regiment and later as
a member of the United States
Military Government in Ger
many. He received his Bachelor
of Arts degree from the Univer
sity of Minnesota and his Mas
ter of Arts degree from the Grad
uate School of Social Work of
the same school. Mr. Zeff is also a
graduate of the Training Bureau
for Jewish Communal Service.

Former Refugees
NEW YORK CITY (AJP)—A
congregation comprised of 500
refugee families who fled Hitler’s
terror broke ground this week
for a new $300,000 Reform Tem
ple and community center.
Leading his congregants in the
ceremony was Rabbi Hugo Hahn,
spiritual leader of Congregation
Habonim. Formerly chief rabbi
of Essen, Germany, Dr. Hahn
fled Germany 13 years ago.
