the hand of friendship to the Arab
states. During the past week Prime
Minister Ben-Gurion and Foreign
Minister Sharett have reiterated
Israel’s desire to live at peace with
her neighbors. This is in the finest
tradition of international states
manship, especially since it is a
militarily strong Israel, rather than
a weak one, which has assumed
the initiative in behalf of a per
manent peace settlement. This fact
should be clearly understood by
Arab politicians like the Syrian
dictator, General Shishkali, who
has openly threatened renewed
aggression against Israel. Certainly
one who was among those so de
cisively defeated in '1948 by the
then poorly - equipped Haganah,
should think twice before crossing
swords with the now well-trained
Defense Army of Israel.
Such rabble-rousing politicians
should also bear in mind that they
rre under constant surveillance.
The countless friends of Israel and
of a free world everywhere, espec
ially those in this country, are on
the alert to detect any aggressive
move or hostile intention against
Israel. We of the Zionist Organiza
tion of America shall make certain
that all threats to peace in the Mid
dle East shall be promptly made
known to the American people.
This is no longer a question af
fecting Israel alone. Peace and sta
bility in the Middle East are today
paramount considerations of Amer
ican foreign policy. Indeed, the
peace of the world is involved in
the outcome of developments in
that area. Today, as time and again
in the past, the respective interests
of the United States and Israel run

is now
widely recognized and understood
that American aid to Israel does
not constitute a ono-way street,
but that our country needs a strong
and secure Israel in the Middle
East. The long-standing Zionist
contention that Israel is the best
friend of American democracy in
that part of the world is today
being vindicated by events.
Our belief that the friendship
between America and Israel will
grow ever closer and stronger has
been bolstered by the action of the
Congress of the United States in
voting a program of financial as
sistance to Israel under the Mutual
Security Act. The bi-partisan sup
port for Israel which this action
represented was recently given re
newed and vigorous expression in

the platforms of both the Republi
can and Democratic parties. Clear
ly, continued assistance and friend
ship for Israel is now’ a corner
stone of American foreign policy,
anti there is every reason to ex
pect that this policy will be pur
sued, regardless of which party
wins in November.
Accordingly, we respectfully sub
mit that our government now
1. bend every effort to bring
about direct negotiations be
tween the Arab states and
Israel for an early peaceful
settlement;
2. grant non-reimbursable mili
tary assistance to Israel un
der the Mutual Security Act.
