reform. Germans are no longer as
optimistic about the possibilities of
education as Americans are.
Furthermore, most of those con
cerned with educational organiza
tions proceed in the traditional
ways of trying to mobilize masses
through meetings, lectures and con
ferences. Yet very often the mobili
zes succeed only in mobilizing
themselves. The art of action re
search, real group work or the exer
tion of influence through existing
institutions has not fully been
grasped. Therefore, it happens oc
casionally that leading personalities
of the Councils combine a deep and
idealistic conviction that something
ought to be done about group ten
sions with the tired disbelief that
anything effective could be done.
2. For a multitude of reasons
which, though politically cumber
some, are comprehensible from a
psychological point of view, Europe
is at present affected with an anti-
American complex. This particular
form of prejudice is perhaps less
severe in Germany than in many
other countries, yet it is there. An
analysis of the complex would
bring to light such things as a gen
eral dislike of the state of occupa
tion, the requisitioning of housing,
the hardships of denazification, dis
mantling of industry, etc. “Re-edu
cation," as stated above, is a special
ly smarting aspect of the complex.
Although the more reasonable Ger
mans do react against it, it is un
avoidable that a fair amount of
anti-Americanism, if only in the
negative form of suspicion of
"American tutelage” and an over
emphasis of "German inde
pendence,” is creeping up in the
Councils. The prejudice hides be-
hide such forms of reasoning:
fight against prejudice — yes; but
even the semblance of American
interference and leadership must be
avoided. From here to more nation
alistic arguments, usually checked
by rational intelligence, less by
emotions, is a small step. This mild
form of disease, i.e. anti-American
resentment, is the source of a num
ber of rationalizations against affi
liation of the Councils with the
International World Brotherhood.
3. Against this state of mind it is
difficult to argue with the results of
the educational research at hand.
Since most of the books, curiously
enough made available by the
Councils for the Councils and other
such educational agencies, are
translations, it is often sweepingly
argued: the facts and solutions ex
pounded in these books may be
true for America — they are hardly
valid here in Germany, since every
thing is different over here. It is a
pity that no original research, based
on the reality of the German social
scene, is available. It would carry
more weight. Instead of adding
more translations to the books now
on the market, Americans could
render more effective help by en
couraging and rendering possible
original research through generous
financial grants.
