There is a good deal of disap
pointment in Jewish circles over
the fact that President Eisen
hower approved the arbitrary sus
pension by the State Department
of. American economic aid re-
ently voted by Congress to Israel.
The President’s attitude toward
Israel is causing dismay to many
persons whose love he tv on when
he helped defeat Nazi Germany
^nd aided Jewish survivors. Only
less than a month ago, on October
7, the Eisenhower Administration,
through Speaker of the House
Joseph W. Martin, Jr., maintained
that it was a friend to Israel.
In a public address in Chicago,
Mr. Martin pledged that the pre
sent Administration would “con
tinue to help Israel solve the prob
lems that confront any friendly
country and which have been
magnified, in Israel’s case, by her
determination to give sanctuary to
every Jew . . He stoutly denied
that there had been any change
detrimental to Israel in Adminis
tration pojicy. The “help” which
Israel received after this speech
took such a form that Israelis
somehow did not realize that they
were being "helped.”
In the early months of the Eisen
hower Administration it became
apparent that Mr. Dulles was re
plying on such personalities as
Loy Henderson, architect of the
anti-Zionist plan to scrap parti
tion. Mr. Henderson was named
by President .Eisenhower as Am
bassador to Iran and later suc
ceeded in diverting aid funds from
Israel to Iran. Other anti-Zionists
in the State Department who con
cealed their bias during the Tru
man Administration began to as
sert themselves.

held in Washington with the co
operation of the State Department
■witnessed the unprecedented spec
tacle of a State Department of
ficial pinch-hitting for the Minis
ter of Iraq. The official, Edwin
Wright ,read the Iraq's speech at
tacking Israel, Zionists, and the
loyalty of American Jews.
Another sign was a resolution
introduced by chairman William
Danger of the Senate Judiciary
Committee to investigate the
“plight” of the Arab refugees —
a proposal t^at could only serve
to provide a new forum for anti-
Zionist propaganda. The author of
the Langer resolution was Richard
Arens, who ‘as staff director of
» Sen. Eat McCarran’s immigra
tion Subcommittee wrote the dis
criminatory features into the Mc-
Carran-Walter Immigration Act.
Last spring two American citi
zens, 21-year-old Deborah Gen-
auer, of Seattle, Wash., and 'her
uncle were shot to death in Israel
by Jordanian Arabs who crossed
the frontier with intent to murder
and pillage. Senators Warren G.
Magnuson and Henry M. Jackson,
both from the State of Washing
ton .asked the State Department
to take action. A letter written on
behalf of Mr. Dulles replied that
the Department felt this was not
a proper matter to bring before
the United Nations, that responsi
bility rested with the Israel po
lice, and so forth. In other in
stances in which 421 Israelis were
killed by Arab raiders Mr .Dulles
similarly evaded the issue.
However, when Israelis dared to
cross the border to neutralize a
base from which the attacks were
being launched, Mr. Dulles sud
denly decided that it was Israel
which menaced world peace and
should be called to account before
the United Nations Security Coun
cil. When Arabs killed Jews it
was apparently “normal” in the
view of the Stale Department, but
when Jews killed Arabs, Mr. Dul
les felt international security was
jeopardized. The Department is
sued a statement denouncing
Israel and expressing sympathy
for the Arabs who were killed, but
said nothing of the far greater
number of Israelis who were vie

Mr. and Mrs. Melvin Karp an
nounce the birth of a son, Sidney
Joel, on October 8.
The State Department en
couraged foreign nations to help
themselves through irrigation and
development projects. Israel began
a project near its Syrian frontier.
Although it was within Israel’s
sovereign territory, Syria objected
on the basis of a spurious allega
tion that Jordan River water was
being “diverted.” The State De
partment upheld Syria and thus
sought to impose Syria’s will on
Israel. Ironically, the Department
accused Israel of interfering with
Water development schemes "when
it was th Departmnt which was
actually obstructing such under
takings.
Mr. Dulles directed the Ameri
can Ambassador in Israel to snub
the “Conquest of the Desert,”
Israel’s first international exhibi
tion. Later that week Harold Stas-
sen’s Foreign Operations Adminis
tration announced that invitations
had been extended to Arab lead
ers to attend a special study in
Arizona and other states of “Con
quest of the Desert” methods
"aimed at helping the Near East
ern countries.”
Israel was not asked to parti
cipate, although the study had to
do with “waterspreading” on land
“with conditions similar to those
found in the Near East.” Next, Mr.
Dulles ordered Ambassador Abba
Eban to instruct his government
to cease work on its own “water-
spreading” project because the
Syrians objected .

Mr. Dulles, meanwhile, told the
New York Herald-Tribune Forum
that he favored a world society of
“consent” as apposed to one of
“coercion.” Zionists approved this
idea and were anxiously waiting
for him to put it into practice.
