The third characteristic of the
Council, as I see it also, grows out
of and reflects our American demo-
ocratic environment. The keynote
of the operation of our Council has
been that of cooperation, with the
objective of helping, without domi
nating. To provide financial support
for the many agencies and institu
tions serving the cause of Jewry
throughout the world, without
making undue demands upon these
agencies, in return for support; to
provide help — financially and
through guidance — to people in
need — financially, emotionally, or
psychologically — without compro
mising the self respect of the recip
ient — to help in this spirit is to
serve nobly. By these standards,
then, the Savannah Jewish Council
can be denoted as a noble institu
tion.
By these yardsticks, then — unity
without uniformity, flexibility, and
giving help without dominating —
we should measure the progress of
the Council in the past decade.
Raising of funds, through its fis
cal arm the United Jewish Ap
peal and Federation — has been a
consistent and important phase of
the work of the Council since its
inception. As its name implies, the
United Jewish Appeal and Federa
tion came into being primarily to
raise funds for overseas causes
through the UJA. But even in the
first year of its existence, the UJA
and Federation broadened its scope,
so that it contributed funds to
eleven National agencies and one
Regional agency, in addition to the
UJA. Gradually, since 1943, the
scope of the beneficiaries of our
campaign has broadened, so that
last year we gave funds to over
forty different National, Overseas,
Regional and Local agencies, cover
ing the entire gamut of Jewish life.
The allocation of the funds is not
the responsibility of any small
group of individuals, it is not domi
nated by "The big givers.” The va
lidity of the programs of the agen
cies we support, in terms of serving
the needs of Jewry, and its financial
needs, are the only criteria which
are used in determining how the
money should be allocated to the
agencies which call upon us for
help. The entire membership of the
Council, representing every point
of view in our community life,
makes the final determination on
all allocations. In the distribution
of funds raised, literally with sweat
and tears, can be found a possible
source of conflict in the community.
Here tribute must be paid to the
membership of the Council, where
unity has been maintained in the
face of potential conflict, where
agencies representing all types of
ideologies apply for funds.
At this point, it might be well to
tell you how well Savannah has
discharged its obligations to phil
anthropy and the constructive ser
vice to American Jewry. In the ten
years since 1943, Savannah Jewry
has contributed approximately two
million dollars to the United Jew
ish Appeal and Federation. Ap
