Western Powers
And Suez Blockade

Although it is in the interest of
the Western Big Three, as mari
time powers, to insist on the free
passage of the Suez Canal, their
representatives in the Security
Council appear to be glad of al
most any excuse for not dealing
with the Israeli complaint about
the Egyptian blockade. What is
keeping these powers from en
forcing a rule which is of the ut
most importance to them? Why
are they not sponsoring a resolu
tion re-affirming their own past
demand that the interference with
shipping cease?
There is more to it than pro
crastination, although this has be
come almost an occupational di
sease in the Security Council,
especially when a Palestine issue
is involved. A Soviet veto is hard
ly likely in this case — no, the
cause is a calculated policy of
appeasement of the Arabs, a policy
insisted on by the United States
government because of its over
whelming obsession with Middle
East defense.
The Americans have got the be
ginnings of such a defense at least
in the alliance between Turkey
and Pakistan. Although it would
be unfair to describe this pact as
building the roof of a house first,
nevertheless these two countries
are far apart, and no Middle East
Defense Command would be worth
much without the participation of
the Arab States. That is why the
Americans are so desperately
eager not to offend the Arabs in
any way, and to persuade them to
join the command, even though
they may be the most unreliable
allies.
Washington’s obsession over this
matter would be laughable if it
were not for the serious effect that
it could have on Israel. The State
Department officials must know
that they are trying to make bricks
without straw, or else they know
nothing of a situation with which
they are dealing. They placed their
reliance on the Syrian dictator,
Colonel Adib Shishekly, only to
see him ignominously ousted by
an army revolt.
They had high hopes of General
Mohammed Naguib, and then came
the palace revolt; they are keep
ing their fingers crossed now that
he has been able to get back to
where he was before the young
officer acted. That is why they
are so anxious not to embarrass
him and the Egyptian government
over the Israel complaint in the
Security Council. Now, they are
turning their eyes on the Iraqi
government which has emerged
from the recent upheaval as the
strongest Arab government, simply
because it did not fall. The politi
cal pundits here are saying that
Washington is going to try to
bring Iraq and Egypt into a Mid
die East Defense Command, and
that is its main objective now.
Whatever these State Depart
ment officials touch in that area
seems to fall to pieces. The Moslem
League government of Pakistan
has suffered a severe blow in the
elections held in the eastern part
of the country, and it must be clear
to them that that government too
is completely unstable. Yet, they
go on trying; they must be given
full marks at least for that.
In the end, of course, the West
ern Powers will have to reaffirm
the Security Council resolution of
two years ago ordering the Egyp
tians to stop their blockade of Is
raeli bound shipping. However,
they are even trying to wiggle out
of this by getting New Zealand to
sponsor the resolution, although
who they think they are fooling
4s a question that is being asked
here.
