the implementation of Art. 1, sub
para 2 of the decree dated June 11,
1940, and promulgated in the Reich
Legal Gazette, Vol. I, p. 877 ... ”,
only to come to the point later with
the ominous words that “such Jews
shall be transported by the Gesta
po district office exercising pre
scribed jurisdiction, to the concen
tration camps of Auschwitz or Lub
lin, there to be held for the rest of
their lives ..." The span of
left to new arrivials in Lublin was,
at most 48 hours.
Between the decree prohibiting
the Jewish method of killing cattle
and the circular which in routine
bureaucratic language ordains the
killing of Jews, the Nazi legislative
machinery ground out hundreds of
anti-Jewish edicts. Their range,
their malice and their savagery
stagger the imagination.
Major Nazi laws stripping Jews
nf their citizenship, their jobs and
theii property are fairly well
known, as are regulations such as
those that compelled the wearing
the Star of David on one’s outer
garments. The special value of Dr.
Blau’s work lies in the collation of
hundreds of other prohibitions and
instances of chicanery. Thus, after
Jewish children had long been ex
cluded from th(> general schools,
such decrees as that of January
1941, requiring Jews to give up
woolen clothing and furs, permit
ting them to retain one overcoat
but specifying that, if it has a fur
collar, it must be detached; that
of December 1941, banning Jews
from the use of telephones; that of
February 1942, forbidding them to
subscribe to or buy newspapers and
magazines; that of April 1942, ex
cluding them from the use of pub
lic transportation, that of May 1942,
barring them from barber shops;
and that of the same month, pro
hibiting Jews from owning pets
such as dogs, cats, canaries or gold
fish.
A little later, the "final solution
of the Jewish question" — to use
the Nazi term for total deportation
and extermination — within the
borders of Germany seemed an al
most accomplished fact. In March
1944. SS chief Heinrich Himmler
issued a circular to all government
departments concerned, in which he
noted that "evacuation and isola
tion of the Jews had been com
pleted. This, he pointed out, ren
dered pointless the drafting of ad
ditional anti-Jewish decrees and no
more were therefore to be pub
lished.

this circular is reprinted in the
proceedings of the International
Military Tribunal at Nuremberg.
Coming just 11 years after the “Law
for the Restoration of a Profession
al Civil Service” had served as pre
lude and entering wedge for the
worst orgy of mass murder ever
perpetrated by a government in
cold blood and "due legal form,” it
is listed on the last of the 117 pages
in Dr. Blau s sober documentary
record.
