Americans Urged To Participate
In Congressional Poll On Religion
WASHINGTON (JTA) — Any
citizen of the United States who
cares to state whether he believes
his religious rights, guaranteed by
the Constitution, are being prop
erly interpreted and adequately
protected, will be able to do so
in a survey on this subject now
to be undertaken by Congress, it
was emphasized here by a spokes
man of the Senate Subcommittee
on Constitutional Rights which
will conduct the survey.
An eight-point questionnaire
will be sent to anyone who asks
for it. No mailing list has been
prepared, but anyone who is in
terested may receive the ques
tionnaire by writing to the sub
committee. Public hearings will
be held in Washington starting
Oct. 3.
Only a limited number of per
sons will be called to represent
“all substantial points of view on
the subject” at the public hear
ings, according to Lon Hocker,
counsel for the Senate body. “In
a sensitive matter such as relig
ion, we do not wish to make the
hearings a forum for strained and
novel interpretations or for sec
tarian controversy,” he declared.
The subcommittee’s question
naire deals with the various in
terpretations of the First Amend
ment to the Constitution dealing
with freedom of religion. This
amendment, with which the text
of the Bill of Rights starts, pro
vides that “Congress shall make
no law respecting an establish
ment of religion, or prohibiting
the free exercise thereof.” It is
for the first time in the history
of Congress that American will
be consulted in such a direct fa
shion on whether they feel there
are any infringements of the
rights guaranteed under this first
section of the Bill of Rights.
The questionnaire not only
calls for “yes-or-no” answers, but
invites recipients to make extend
ed comments if they wish, in view
of the fact that the Senate sub
committee seeks to assemble a
real cross-section of opinion. The
first question on the form simply
asks for the name and affiliation
of the person filling in the docu
ment.
Question 2 asks: “Do you re
gard the phrase ‘make no law
respecting an establishment of
religion’ as a prohobition against
any direct or indirect government
aid to churches or religious sects?
Or do you regard the language as
banning preferential treatment of
any particular church or relig
ious sqct while permitting gov
ernment aid to religion general-
Bulgaria Expresses
Regret For Shooting
Down Israel Plane
WASHINGTON, (JTA) — The
Government of Bulgaria has in
formed the United States Gov
ernment that Bulgaria accepts full
responsibility for the recent shoot
ing down of the El A1 Israel
National Airlines liner with the
resultant death of 58 passengers
and crews. The Bulgarian state
ment was in reply to an American
protest over the incident and was
transmitted to Washington through
the Swiss Government.
The Swiss authorities notified
the State Department that Bul
garia expressed regret over the
incident, promised measures to
prevent a recurrence, punishment
of those responsible and compen
sation for the families of the 12
American victims.
(It was reported from London
that the British Government had
received a similar reply from
Sofia and assurance that “due
compensation” would be paid the
families of the British subjects
killed in the attack.)

Question 3 asks: “Do you be
lieve the free exercise of religion
protects atheists in propagating a
disbelief in religion?”
Question 4: “Do you consider
that the United States Supreme
Court is correct in interpreting
the religion clause in conjunc
tion with the 14th Amendment as
constituting a prohibition against
acts by state and local govern
ments as well as against acts by
the federal government?”
Question 5: “Have you observ
ed any significant instances in re
cent years of a denial of the rights
expressed in the religion clause?”
Question 6 (A) If your answer
to question five is yes, do you
consider such instances you cite
as routine problems in the course
of life in a democracy which can
to be handled satisfactorily by the
courts?; (B) or do you consider
them as evidence of a tendency
to permit erosion of the rights
expressed in the religion clause?”
Question 7: “If you have
checked 6B do you think that the
tendency could be corrected or
eliminated by some congression
al action?” If so, the individual
