AT THE UNITED NATIONS
Egypt’s Game of Blackmail
By David Horowitz
UNITED NATIONS, (AJP) —
Judging by the unceasing and
feverish behind-the-scenes activ
ities of Egypt’s Foreign Minister,
the ever-conniving Mahmoud
Fawzi — who is making his daily
and nightly rounds visiting one
delegate after another—all indi
cations point to a resumption of
Nasser’s policy of blackmail.
As the deadline for the Suez
Palestine debates approaches,
Fawzi through sinister political
maneuverings has inspired peri
odic Asian-African bloc meetings
aimed primarily against Israel as
well as Britain and France. His-
main objective however is to
place the UN in such an impos
sible position — fully in line with
Nasser’s blackmail tactics — as
to force the world organization
to settle the Suez question at the
expense of the Jewish State.
Despite Secretary General Ham-
marskjold’s latest optimistic re
port on the clearance of the Can
al — which omits any reference
to free passage — no one here
doubts that as soon as the UN
begins its debates on the future
status of the International
waterway Egypt with the full
support of the Soviet Union and
the Asian nations will set forth
conditions far more complicated
than those which she demanded
prior to the Franco-British-Israel
operation.
Those conditions will call for
a “scapegoat” and many observ
ers are now conjecturing whether
the United States as well as Bri
tain, in order to get Nasser to
agree to some form of Suez set
tlement will satisfy the demands

That this is the trend here was
evidenced this week when, dur

a General Assembly resolution
calling upon Israel to withdraw

Directly following the meeting,

veiled threat).
This Soviet-inspired Egyptian
pressure on the UN has been con
tinuous and many here believe
that unless the United States
awakens out of her stupor and
realizes that Nasser is resuming
his old tricky game mastermind
ed in the Kremlin, no half-meas
ured doctrine will be able to
save the Middle East from event
ual Soviet control. Definite U.S.
action on the basic issues here
at the UN might still save the
day for the West in the Arab
world. Washington’s current wav
ering attitude may well give
Egypt and the Arabs the major
ity they are now seeking to mus
ter against Israel.
In this regard, some friendly
delegates here hope that the
White House will give serious
consideration to the draft resolu
tion which Senator Fulbright has
submitted to the Senate Foreign
Relations Committee. In this re
solution the Democraic Senator
from Arkansas comes directly to
the point. “In furtherance of the
UN Charter,” Fulbright declares,
the United States should “strive
for a reduction of tensions be
tween Israel and the Arab states,
assist as may be possible in the
negotiation of mutually acceptable
boundaries, the re-settlement of
refugees, the protection of holy
places, and the conclusion of
treaties of peace.” His resolution
also calls for “arrangements which
will assure free passage on equi
table terms in war and in peace
of the Suez Canal to all nations.”
It is felt here that unless the
United States comes out with a
definite and strong Middle East
ern policy at once along the lines
advocated by Senator Fulbright
and others, nothing will stand in
the way of the successful Egypt
ian campaign of blackmail in
this fertile increasingly anti-West
UN compound.

HAIFA, (JTA) — Marc Cha
gall has a villa in Nice, France,
but his heart is in Safad, Israel.
The world-famous Jewish artist
toured Safad after ceremonies in
Haifa at which a Marc Chagall
Art Center was dedicted to him
last week.
During his visit with his fife
to Safad, the .artist was offered
a half-acre plot on Mount Canaan
on which to build a home. Moved
almost to tears, Mr. Chagall seiz
ed the guest book at the Herzlia
Hotel, where the offer was made,
and in it drew a heart, pierced
with an arrow. He wrote in Yid
dish: “I hope I shall come here
soon.”
The 30,000 pound Chagall Art
Center was started 18 months ago
and financed partly by contribu
tions of Israeli artists, each of
whom c ontributed one of his
works as a gift. The municipality
contributed 10,00 pounds and be

SALES - SERVICE
JERUSALEM, (JTA) — The
all-male budgetary committee of
the Israel Ministry of Finance ap
peared this week to have seri
ously underestimated the power
of a woman in approving a boost
in income taxes for working
wives.
Taking cognizance of the vol
ume of feminine protests, Zeev
Sharef, Commissioner of State
Revenue, candidly admitted at a
press conference that the boost
would not have been approved
so promptly if there were any
women on the budgetary com
mittee.
Mr. Sharef, dealing with some
penetrating questions from a fe
male reporter, insisted that the
tax hike was not a Government
measure to solve the problem of
unemployment by income-taxing
working wives out of their jobs.
He was equally emphatic in stat
ing that women do not compete
with men for the same jobs, an
explanation which had only
slight soothing effects.
The Commsisioner added the
observation that the income tax
laws still bears down hardest on
bachelors in that unfortunate
status.
This likelihood, he admitted,
arose from the fact that many
couples planning marriage can
do so only if the bride can keep
working until at least their apart-

NEW YORK, (JTA) — Plans
to convert the 40-year-old Jew
ish Teachers Seminary and Peo
ple’s University of New York in
to an accredited college were an
nounced this week.
Reporting that a charter for
that purpose has been granted by
the Legislature, Meyer Brown,
Seminary president, said that a
Hayim Greenberg Institute for
Jewish Social Service and Stud
ies will be opened next year on
the 40th anniversary of the Se
minary.
He said an initial fund of $500,
000 will be raised, of which near
ly 15 per cent has been pledged.
The sponsors’ committee is head

who as chairman has contribut

chairman, has contributed $25,000

ment and furniture is paid for.
The harassed revenue chief a-
greed also that the new levy will
reduce opportunities for young
married men to acquire special
training for their personal car
eers. Such husbands cannot earn
much while in training and de
pend on their working wives to
bring in most of the family in
come.
Mr. Sharef took a last refuge
in the observation that the in
come tax law cannot do custom
tailoring to suit everyone. The
woman reporter retorted that, in
this case, the tax philosophy gave
the woman who works the most
skimpy of garments.
Informed sources were quoted
as saying that popular discussion
of the new levy will continue for
some time.
