“The 1958 Welfare Fund cam-
paign will embrace some 82
appeals. Of these, the United
Jewish Appeal and its constituent
agencies are the major benefi
ciaries. The United Jewish Ap
peal includes the United Israel
Appeal, the Joint Distribution
Committee, the New York Asso
ciation for New Americans and
the American ORT Federation
which receives the major part
of its budget out of UJA funds
through the JDC.
“The United Israel Appeal is
major beneficiary of the UJA
It is concerned with the program
of rebuilding the lives of needy
Jewish immigrants in Israel
Once again, in 1958, the United
Jewish Appeal will encompass
two fund raising programs. It
has set an overall national goal
of $102,000,000 for its Regular
campaign and $100,000,000 goal
for the Rescue Fund. Both of
these programs were voted unani
mously by the delegates to the
delegates to the 19th annual con
ference of the United Jewish
Appeal held in New York City
on December 14, and 15, 1957.
One of the present general chair
men, Nathan Lipton, was able to
attend and participate in the
conference.
“It was pointed out at this
conference that during 1957, more
than 80,000 immigrants entered
Israel, the largest number in any
> ear since 1951. One of the most
dramatic facts presented was the
high percentage of immigration
from Eastern Europe where these
immigrants accounted for more
than 50% of the 1957 total as
compared to a low of 4.4% in
1955 and 11.6% in 1956.
“It is anticipated that immi
gration in 1958 will continue at
the same rate as 1957. Jews con-

countries in Europe and the Mid
dle East. It is estimated that
during 1958 approximately 30,000
will leave Poland for Israel.
"The decision to create a Res
cue Fund was made necessary
by the serious security problems
still confronting Israel which
make it imperative for American
Jewry to assume the responsi
bility for the resettlement and
the absorption of the new immi
grants in Israel. Approximately

the first 10 years of Israel’s exis
tence, this little country has re
ceived 900,000 now immigrants.
A substantial number still re
quire more adequate housing
and a better adjustment in the
economic life of the country.
“Regular campaigns must con
centrate on meeting the program
of assistance to hundreds of
thousands of men, women and
children in addition to those
whose resettlement in 1958 will
be made possible by the Rescue
Fund. The Regular Campaign is
concerned with cash relief, medi
cal assistance, vocational train
ing and problems of rehabilita
tion of those in need of help.
After an absence of eight years,
the Joint Distribution Commit
tee returned to Poland in 1957 by
agreement with the Polish Gov
ernment and in 19F8 will render
assistance to approximately 15,
000 Polish Jews repatriated from
the Soviet Union.
“This, of course, will place a
great burden upon the resources
of the agencies and all eyes are
again turned to American Jewry
for the support of this important
mission.
“The two young men who have
been selected to head the 1958
campaign are admirably equipped
by both experience and inclina
tion for their tasks.”
“Sidney Feldman is a grad
uate of the Georgia Evening Col
lege. He was a LL in the U.S.
Navy during World War II; was
president of the Progressive Club
in 1955; served on the Board of
Directors of the Atlanta Boys
Club and Shearith Israel Syna
gogue; served on the National
Board of Scrap Metal Industries.
Since 1946 he has been a partner
in the London Iron & Metal
Company. He is married to the
former Clara Lazar and has
three children—Linda, Terri and
Lewis.

Adds Ten Members
Six are Jews
NTW YORK, (JTA)—The Na
tional Institute of Arts and Let
ters this week announced the
election of ten new members of
whom six are Jews.
The new Jewish members are
Arthur Miller, S. J. Perelman,
Babette Deutch, Saul Bellow,
Abraham Rattner and Raphael
Soyer.
A. L. FELDMAN, 1957 Fulton County Heart Fund Chairman, is pic
tured above receiving a “Meritorious Award” from the Georgia
Heart Association in recognition of outstanding service in the fight
against heart disease. Mr. Elfred Papy, Georgia’s “Mr. Heart”, made
the presentation. The 1958 Fulton County drive is now underway
to support the Georgia Heart Association’s program of research, edu
cation, and community service in the Atlanta area.

is a past treasurer and past secre

Lipton is now serving on the
Board of the Printing Industry
of Atlanta, is its immediate past
president and has been vice
president and treasurer. He
served for three years during
World War II in the amphibious
forces of United States Nhvy in
the Pacific war area. He is a
partner in the firm of Berman-
Lipton Company. His wife is the
former Bernice Berman and he
has three children, George, Rich
ard and Steven. At one time he
was associate editor of the
Southern Israelite, being on the
staff during the 1930’s.”
In announcing their acceptance
of the responsibility for leader
ship of the 1958 campaign, the
general chairmen stated:
“As in 1957, Atlanta will again,
in the 1958 campaign, record its
concern for our fellow Jews the
world over by contributing to
both the Regular and the Rescue
Funds.
“In addition to the support of
the United Jewish Appeal and
its constituent agencies, Atlanta
is committed to meet its share
of our obligations for health,
welfare, religious and cultural in-
trests of institutions and agencies
which carry on programs for the
well-being of the American
Jewry. Atlanta has always been
a leader among communities in
this region. We look forward to
the task before us and are bols
tered by the magnifeent record
that has been established by the
Atlanta Jewish community dur
ing the past decade.”

Voted Member of N. Y.
State Board of Regents
ALBANY, N.Y., (JTA)—Ed
ward M. M. Warburg, leader of
the United Jewish Appeal and
chairman of the Joint Distribu
tion Committee, was approved by
the New York State Legislature
this week as a member of the
State Board of Regents. The
Board oversees the public edu
cation system of the state, in
cluding the state’s own univer
sity network.

Convention Group
Meyer Balser, president of the
Atlanta Jewish Community Cen
ter and Atlanta civic leader, has
been named to the 1958 biennial
national convention committee
of the National Jewish Welfare
Board, according to an announce
ment by Charles Aaron, Chicago
JWB president.
Headed by Samuel H. Rubiner,
of Detroit, this is the committee
charged with over-all planning
for JWB’s convention, to be held
at the Shoreham Hotel, Washing
ton, D. C., April 17-20. More
than 250 Jewish community
leaders from all part of the
country are serving on the com
mittee.
