Nett Orleans Officials Call
“Zionist Jews” J/o»/ “Dangerous
NEW ORLEANS, (JTA) — A
local district attorney who is a
leader in the Southern fight
against school desegregation
has charged in a speech that
“the most dangerous people in
this country today” are “the
Zionist Jews.”
Leander H. Perez, district at
torney for St. Bernard and Pla
quemines Parishes (counties)
made the statement in a speech
condemning the three federal
judges who issued a temporary
injunction returning control of
the New Orleans schools to the
school board and barring Gov.
Davies from interfering in the
administration of the schools.
The district attorney linked
“the Zionist Jews” with the
school issue by asserting that
they were the backers of Save
our Schools, Committed on Pub
lic Education and the National
Association for the Advancement
of Colored People. He said there
was “a certain class of people”
who were “licking their chops”
at the situation created by the
fight over school desegregation
and then went on to define
them as “the Zionist Jews.”
Moroccan Jews Seek to Bring
Problems to Crown Prince
PARIS (JTA)
Leaders of the Jewish com
munities in Morocco have asked
the Crown Prince, who is also
Deputy Prime Minister, for an
audience to discuss with him a
number of problems concerning
the Jewish population, it was re
ported here this week. A memo
randum outlining these problems
had been submitted several
weeks ago to the Ministry of In
terior.
One of the major problems is
the elections to Jewish Com
munity Councils, Under the Mo
roccan law, the Ministry of In
terior must permit the holding
of such elections. The last elec
tions were held in 1953 and, since
then, many of those elected have
ceased to carry out their duties.
Another problem is the kid
napping of Jewish girls for mar
riage to Moslems. Many Jewish
girls have been kidnapped by
young Moslems and forced to
marry them. The Moroccan au
thorities are doing little to help
the parents, and only in a few
cases were the girls returned to
their homes.
The Jewish leaders are also
anxious to discuss the question of
the budget of their community
councils. The budget, which is
met by the Ministries of Interior
and Social Welfare, was fixed
some years ago. Since then the
amounts have not been increased
although they are not sufficient
because of the rise in the cost of
living.
Among the other problems for
discussion is the nationalization
of education. The Moroccan Gov
ernment indicated that it intends
to unify education in the coun
try, and to take under its au
thority the Alliance Israelite
schools. Leaders of the Jewish
community fear that this inten
tion, if carried out, may spell
danger f<jr Jewish education in
Morocco.
The Moroccan Jewish leaders
are also anxious to secure the
elimination of the many diffi
culties which Jews encounter
now in securing passports. They
would also like to see the sever
ance of postal connections with
Israel re-examined, in view of
the fact that many thousands of
Moroccan Jews are unable to con
tact their relatives in Israel.

Rosh Hashonah Message
WASHINGTON, (JTA)—Vice President Richard M. Nixon, in
a message of greetings to the Jews In the United States, issued
through the Jewish Telegraphic Agency on the occasion of the Jew
ish New Year, declared:
"To my fellow Americans of
the Jewish faith, I send heart
felt greetings and good wishes.
May your Rosh Hashonah wor

Days come at a time when
Americans of all faiths have be
come more sensitive than ever
jo the fervent Judaic belief in
the universality of man's needs
and aspirations. Aware of great
social and political stirrings in
all parts of the world, Americans
join in a determined desire to
help man fulfill the promise of
his humaneness.
‘iAmerka’s spiritual heritage,
emphasizing the sacredness of
the individual, America’s politi

pursuit of rewarding living lead

achievement of liberty and a
more satisfying life for the
greater numbers of our fellow
men.
“All thoughtful Americans
share the prayers for a world in
which discrimination, persecu

fear and tension between nations

peace.

Ben-Gurion Appe, .o U.S. Jewry
To Increase Investments in Israel
WASHINGTON, (JTA) —
American Jews were asked Sun

Ben-Gurion to increase their in
vestments in Israel in order to

Jewish Agency
Reaffirms Us
Allocation Policy
NEW YORK, (JTA)—To clari
fy misunderstanding concerning
allocations made by the Jewish
Agency for Israel, Inc., the Agen
cy’s chairman, Dewey D. Stone,
in a statement issued here last
weekend re-affirmed that the
disposition of all Jewish Agency
for Israel, Inc., funds will be for
completely philanthropic pur
poses, and that there will be no
relationship to political parties
in any shape, form or manner.
The full text of Mr. Stone’s
statement follows:
“In view of current press re
ports, it is important to clearly
re-state the position of the Jew
ish Agency for Israel, Inc., with
regard to allocating funds to the
constructive enterprises of the
political parties in Israel.
“On May 11, 1960, at the first
meeting of the reorganized board
of directors of the Jewish Agen
cy for Israel, Inc., it was voted
to terminate allocations to the
constructive enterprises of the
political parties in Israel effec
tive, December 31, 1960. It is a
basic and fundamental policy
that no such allocations to the
constructive funds be made in
the future. On behalf of the Jew
ish Agency for Israel, Inc., I
wish to re-affirm this policy.
There has never been a change
in this decision, and there is no
intention of doing so now or in
the future.
“A subcommittee of our board
is studying ways and means of
mitigating the effect of this
basic policy decision on the vari
ous institutions, such as agri
cultural settlements, youth serv
ices, rehabilitation and medical
facilities aiding immigrants in
Israel. It is the recommendation
of this committee that the phil
anthropic institutions affected
by this policy decision be treated
in the same fashions as are all
other institutions receiving aid
funds, i.e. solely on the basis of
the merits of the services they
extend to Israel’s newcomers. -
“It is the function of the Jew
ish Agency for Israel, Inc., to
allocate funds for transportation,
absorption and rehabilitation of
immigrants in Israel. Each year,
our board will receive from the
Jewish Agency in Israel bud
getary proposals covering every
activity for which our funds arp
allocated. These proposals will
receive on the spot study and
approval from our own repre
sentative in Israel, Dr. Isador
Lubin. Based upon Dr. Lubin’s
recommendation, our board of
directors will then approve allo
cations for specific purposes.
These allocations will be paid
directly by the Jewish Agency
in Jerusalem to the individual
institutions or settlements in
Israel.”
peal ip a message to the national
planning conference of the Is
rael Bond Organization which
concluded its three-day session
here this week. His message was
read at the concluding session by
Dr. Joseph J. Schwartz, execu
tive vice-president of the organ
ization. In response to the mes
sage, the 600 Jewish community
leaders from all parts of the
United States who attended the
conference agreed on efforts to
intensify the drive for the sale
of $75,000,000 in Israel bonds in
this country and in Canada.
The Israel Premier stressed in
his message that the partner
ship between Israel and Ameri
can Jewry “which was given a
new form 10 years ago at the
founding of the Israel bond cam
paign must be continued and
strengthened into the future, for
the task that lies ahead is great”
He listed the following main
objectives requiring bond finan
cing: Immigration of additional
hundreds of thousands, includ
ing Eastern European Jews;
completion of Jordan River irri
gation project to irrigate the
Negev; establishment of new
Negev industrial plants and agri
cultural settlements; prepara
tions for use of atomic energy,
and expansion of the education
al system.
Dr. Schwartz told the confer
ence that a total of $450,832,500
in Israel bonds was sold as of
September 15, at the end of 10
years of the issuance of the first
bonds. He reported that Israel
bonds are now sold in 29 nations
and 1,300,000 persons have sub
scribed.
Commenting on the need for
expansion of the bond effort,
Israel Finance Minister Levi
Eshkol told the delegates that
Israel had fallen behind in its
schedule of irrigation and indus
trial growth. He asked new
assistance in accelerating Israel's
rate of economic development.
“With your loans through Israel
bonds we must prepare Israel
to sustain a population of 3,000,-
000 by 1970 and even 4,000,000
not long after that,” he stated.

Two Vie For Iranian
Parliament Seat
TEHERAN (JTA) — Two
Iranian Jews, Morad Arieh and
Amshid Kashfi are contesting
the seat allotted to the Jewish
community in the election to
the Majlis (lower house).
Arieh is a member of the
Opposition, the People’s (Mar-

governing Nationalist party.
The Jewish community favors
Kashfi since Arieh, who is
titular head of the community,
has alienated many Jews by
his anti-Zionist stand.

exports, less than $46,W0,000 in
1950, would reach $340,000,000

Israel Ambassador Avraham
Harman told delegates that in
less than 10 yean “the Israel
Bond Organization has flowered
into a potent and dynamic ve
hicle of constructive effort tor
the State of Israel It has estab

endeavor which baa enhanced
the dignity of the people of Is

onstrate their capacity to achieve
economic self-reliance.” Mr. Har
man said that without the bond
drive, Israel could not have at
tained the point of progress in
which it is “a model for other
young and new nations.”
Abraham Feinberg, president
of the Israel Bond Organization,
addressing the concluding ses
sion, questioned whether Ameri
can Jews could regard the seat
ing of the United Anb Repub
lic on the United Nations Se
curity Council “withuot a sense
of outrage.” He asked if Presi
dent Nasser was to be rewarded
for disobeying UN resolutions by
proclaiming hostility, blockading
the Suez, threatening neighbors,
and most recently assassinating
the Premier of Jordan.
While Nasser exported hate
and murder, said Mr. Feinberg,
Israel extended “friendship,
know-how and understanding”
to Afro-Asian states. He pointed
out that ties were established by
Israel with a number of Afro-
Asian nations despite Nasser's
