A Digest of Contemporary Opinion
On the “Jewish Vote”
An esteemed contemporary, asking and answering the question,
“Is there a ‘Jewish’ vote?,” expresses the view that “anyone who
knows anything at all about American politics realizes how foolish
it is to pretend that a ‘Jewish vote’ does not exist, any less than
a labor, farm, Negro, Catholic, Polish, etc. . . and why is it un
patriotic for Jews to elect a representative who will espouse their
cause . . ?” Even more significantly, the editorial asks, “Are we
some kind of second-class citizens who are supposed to close our
eyes to the realities and practical day-to-day politics in fear of be
ing condemned for voting in blocs? . . . We refuse the idea that
there "should be a Jewish vote,” even though there be common
interest in legislation that directly affects the Jew. To combat anti-
Semitism, for instance, is not the task of Jewish groups alone; it
is the responsibility of a sane-minded society in which the Jewish
citizens have become integrated and strive—together—to realize
common goals. History—if we take the trouble to analyze the events
of the more recent decades—proves conclusively that bloc voting .
the massed expression of either antagonisms or preference based
on religion or race . . . that such an-American practice is no longer
employed by office-seekers—nor of appeal to the diverse segments
of voters. Most emphatically, there is no ‘Jewish’ vote. To assume
so, or to advocate it—for whatever reason—is to cast doubt on the
patriotism and the full appreciation of a freedom-blessed citizenship
which is shared equally by men of all religious faiths.

Iran and Israel
A new crisis may be developing in the Middle East over Iran's
“de facto” recognition of Israel. The UAR has severed diplomatic
relations with Teheren as a result of the recognition . . . Why have
the Arab states seized on the Shah’s statement to open hostilities
against Iran? Several reasons are apparent. First, the Shah’s reitera
tion of policy flies in the face of the Arab economic boycott of Is
rael. Iran has refused to join the boycott and, indeed, is understood
to be a major source of oil for Israel’s expanding pipeline system.
Too, Iran has accepted Israel’s “point four” program for technical
assistance and accepts Jewish experts on specific development pro
jects. This is the same type of program Israel is using to win friends
in other areas in Asia and Africa. The Arab states undoubtedly hope
to sever all these ties and undermine the whole program. To have
a Moslem state in their own backyard benefitting from Israeli
assistance would frustrate their attacks on such projects elsewhere.
Finally, the Arabs fear that Iran is setting the stage for full diplo
matic recognition of Israel, complete with an exchange of ambassa
dors. This is contrary to the predominant Arab view that Israel
does not exist as a state and ultimately will be destroyed .

British Jewry’s Orthodoxy
It is a curious community—consistant but a mass of contradic
tions; over 300 years old, but on the whole very new; formally
Orthodox but highly unobservant; living in the midst of a cultured
environment but strangely impervious to it; surprisingly open-hand
ed but maddeningly mean. Visiting Americans think of us as an
historic community. So we are. We have relics going back to the
Middle Ages . . But in point of fact the active part of Anglo-Jewry
is as new and as brash as that of South Africa or the U.S. . . We
are an Orthodox community. We all know it, and we never tire of
telling the world that we are. In fact we are perhaps the most
Orthodox community left in Europe. We have an Orthodox Chief
Rabbinate, an Orthodox Bet Din, a model synagogal organization
which is closely associated with these two institutions, and a ban
on the sale of hindquarter meat. Nothing escapes the eye of our
ecclesiastical authorities . . . The Jews of no other country in the
world perhaps are so identified with organized Jewish life We
bark at each other, but we all feel ourselves Jews together It is ti
maddening community, but it is a community—a poor thing but our
own.

ADL Reports 4 Deterioration’
of Jewish Position in Russia
NEW YORK, (JTA)—“Furth
er deterioration in the position
of the Jews in the Soviet Union”
was reported here by Benjamin
R Epstein, national director -of
the Anti-Defamation League of
B’nai B’rith, addressing a din
ner of the Czechoslovak National
Council, which represents about
300,000 Czechs and Slovaks in
this country.
“The present Soviet regime
has not relaxed its harsh poli
cies toward Jews, and still seeks
to isolate them, encouraging
their displacement from all maj
or sectors of public life through
out the USSR,” Mr. Epstein said.

PARIS, (WUP)— A number of
Nazi war criminals face trial in
Germany this month. Albert
Layer, 56 years old, who is ac
cused of having committed 14
murders himself and who as
sisted others in the slaughter of
some 261 victims, goes on trial
in Hanover. Layer was an in
spector at the concentration
camp of Gross-Rosen in Nieder-
schlesien. 72 witnesses stand
ready to testify against him.
Another trial opens in the
town of Fulda against SS-Unter-
scharfuhrer Gottlieb Muzikant.
He is charged with the assassin
ation of 210 persons.
N.Y. Jewish Hospital
Receives $250,000
Government Grant
NEW YORK, (JTA) — The
United States F’ublic Health Ser
vice awarded the Hillside Hos
pital here a research grant of
more than $250,000 for the next
three years to study brain func
tion on human behavior, it was
announced. Hillside Hospital is
a member of the New York Fed
eration of Jewish Philanthropies.
The grant has been made to Dr.
Max Fink, director of the De
partment of Experimental Psy
chiatry, as principal investigator
of the research project. Based
on previous studies this project
was begun in 1958 with federal
aid. The new grant makes it
possible to continue the study
through 1963.
Last month Hillside announced
similar grants totaling $42,000
to intensify the hospital’s cur
rent studies into the chemical
changes in the body that ac
company mental disorders. This
project is now underway in the
Hospital’s Department of Bio
chemistry under the direction of
Dr. Harry Goldenberg and Dr.
Vivian Fishman.

Mr. Epstein addressed the
Council after accepting its Jan
Masaryk Award to the Anti-
Defamation League “for its fight
against bigotry and discrimina
tion and its work in behalf of
American democracy and human
f r e e d o m.” The ADL leader
said “the present Soviet regime
has taken over intact the essen
tial features of Stalin’s irrational
policy toward Jews, who con
tinue to be officially deprived
of major cultural and religious
rights granted to other religious
groups and discriminated against
in education and employment.’’
Anti-Jewish articles in the
central and provincial newspa
pers of the USSR have increased
in 1959 and 1960, according to
Mr. Epstein. In these articles, he
said, "Judaism as a religion is
denigrated and vilified, its cleri
cal and lay leadership portrayed
as swindlers, alcoholics, brawlers
and immoralists.” This press
campaign has led to the distribu
tion of crackpot and violent
anti-Semitic pamphlets and
handbills in Moscow, Kharkov,
Kiev, Vinnitsa and other cities
and the desecration of Jewish
cemeteries and synagogues and
physical assaults on individual
Jews, Mr. Epstein stated.
