Arab Refugee Issue
UNITED NATIONS, (WUP)—
On the eve of the upcoming de
bate on the Arab refugees this
world organization has emerged
with flexing muscles in a new
decision on the bloody Congo.
The question now is: How will
this stronger giant deal with the
Palestine problem?
The resolution which the Se
curity Council has just adopted
on the Congo had to lay down
a radar-steered course between
conciliation and force. For the
first time since Korea, the ele
ment of force emerged victorious.
Soon the UN guns will blaze in
defense against the Congo mal
contents—in or out of uniform—
who have killed UN personnel.
The UN targets will be any ele
ments supporting secession.
When this begins to happen,
the morale of the UN will un
doubtedly soar to fighting pro
portions, while the element of
conciliation — especially the ap
peasement-kind — will take a
back seat. Already the UN has
been put in a fighting mood on
the issues of racism in South
Africa and on questions relating
to the mandated territory of
South West Africa.
It is in this charged atmosphere
that the issue of the Arab refu
gees will come up in the Assem
bly these days. Some of the
Arabs, especially the vociferous
Ahmad Shukairy of Saudi Ara
bia, will exploit this “fighting
mood” vis-a-vis Israel in ways
suited to their sinister schemes.
The latest report of the UN Con
ciliation Commission for Pales
tine — stressing the Israel-Arab
impasse—will certainly also be
exploited by them along the
known lines.
This Report, which constitutes
the finding of Dr. Joseph E.
Johnson, special envoy of the
Commission, is in effect a strong
emphasis not on tension but on
conciliation. Dr. Johnson came
back empty-handed but not brok
en-hearted. He feels that, given
more time, there are elements in
the Palestine picture which can
be exploited by the next Assem
bly. For the moment, he sees no
hope for the settlement of the
Arab refugee problem which, he
says, must come within the
framework of an over-all Pales
tine agreement and only through
the cooperation of the parties
concerned.
Dr. Johnson makes one thing
quite clear. He says that within
one year the issue must be faced
for a showdown.
As for the refugees themselves,
he warns the UN that “it would
be unwise to plan UN or na
on the multi-billion dollar project
for the resettlement of the refu
gees in the host countries. This
document was vehemently re
jected by the Arabs. It would
not surprise this writer if the UN
finally came to the conclusion
that the Hammarskjold document
was the only way out for the
definitive solution of the Arab
refugee problem and thus decid
ed to put teeth into it
As Dr. Johnson reveals, there
seems to be no other road ahead.
Certainly, divisionism in the
Arab world does not make the
problem any easier. Yet, this is
all the more reason why the UN
must act. It is difficult to say
when the Palestine case is harder
to solve—when the Arabs are
united or divided? In Arab uni
son there is intransigeance. In
division there is fear! It seems
clear now that only the UN can
help the unfortunate Arab refu
gees help themselves. Arab
leadership, which has failed them
miserably, must now give a sec
ond thought to the Hammarsk
jold Report.
Moreover, the Malcontent Arab
leaders should once and for all
be told off here at the UN. They
have had it too easy. They have
been catered to, appeased.
Where the quiet but stern
Hammarskjold failed, it is now
entirely possible that the mild
appearing but resolute A Thant
will succeed!

ing relief at least for another ten
years.
But there is also a veiled hint
in the Johnson Report that the
UN resurrect and reappraise the
shelved Hammarskjold document
