Nazi war-criminals may result.
The latest Soviet move bases
itself on the General Assembly
resolution of 1946 which univer
salized the Allied accord of 1943
making it mandatory for mem
ber states to arrest and extradite
war-criminals. This is the very
resolution which the USSR in
voked so successfully in the Se
curity Council against Argen
tina’s attempt to redeem the kid
napped butcher Eichmann from
Israel’s grasp The United States,
which categorically dismissed
Moscow’s demand for Heusinger
as “propaganda,” is a party to
both the Allied and UN accords.
The first Soviet move at the
UN this past week was to call
upon the Secretary General to
distribute a dossier of documen
tation allegedly establishing
Heusinger’s guilt in planning ag
gression as a top-next-to-Hitler
Commander of Land Forces, as a
war criminal in charge of the
punitive Nazi operations in Rus
sia, and as a personally-responsi-
ble individual for drafting direc
tives approving crimes against
civilian populations.
The authenticity of the docu
ments appears unimpeachable.
Heusinger’s plans for the in
vasion of France and Britain
might be in the twilight zone of
a de facto or preventive war
But his elaborate plan for the
invasion of Switzerland—an un
questionable neutral country--is
a damning indictment of Heu-
singer's commitment to unre
strained and unwaranted ag
gression. Details of the plan—
made available ( here—make fas
cinating reading not only of his
tory but of the whole German
mentality towards the total con
cept of war and peace.
The bulk of the documents re
veal Heusinger as chief of the
“punitive” forces of the “Cen
tre Armies” invading Russia.
These “punitive” detachments
were organized against the Par
tisans who gave the Nazis such
a hard time; but Heusinger’s
war soon became a war against
the civilian population in viola
tion of the established coven
ants covering the conduct of war.
His units were ordered to op
erate in "civilian clothes” armed
with heavy weapons. One Nazi
directive says: "the punitive de
tachments destroy everyone who
is ambushed.” In other words, no
prisoners should be taken. Dis
covering that some German
soldiers were squeamish about
carrying out the brutal orders
for uninhibited extermination,
Heusinger approved another di
rective which states: “It is an
honor to belong to the punitive
detachment Sentimental de
viations must not take place . . .
Captured Partisans are to be
either shot or hanged — better
still, hanged!” Still another di-

rective says: “Punitive measures
are recommended, as a rule,
against villages” suspected of
aiding Partisans.
When General Heusinger ap
parently felt that he was court
ing the day of justice, the day
of reckoning, he quoted Hitler’s
orders, one of which decreed
that “the most cruel measures
should be undertaken.” In other
words, he put the whole respon
sibility on Hitler, on his super
iors, as did Eichmann. At Nu
remberg and at the Jerusalem
trial, however, such arguments
justifying the perpetration of
crimes in someone else’s name
were rejected. Another Nazi di
rective stated that “those who
are suspected will be shot, their
houses burnt.” On such a horror
plan Heusinger replied: “Meas
ure planned approved.”
It is inevitable that this latest
Soviet move here at the UN—-
however pregnant with anti-
NATO propaganda — will focus
attention on all those war crim
inals who are stil lenjoying the
fruits of their enemies’ victories.
Many of them live under the
protective canopy of govern
ments, such as the UAR, for ex
ample, who hold respected seats
in this world organization.
The question arises—the very
question Senator Morse raised
on the Senate floor on April 19
in connection with Heusinger —
“Why must NATO have Nazi
generals?”
To this one might add: “Can
NATO trust them? Can the Free
World afford such ‘friends’?
