NEW YORK (JTA) — a dona

established Tarbuth Foundation
< Foundation for Hebrew Cultural
by Abraham Goodman and his

The announcement was made
at a luncheon to mark the estab

the salient features of the pro

He disclosed that $750,000 will
be applied for the purpose of
making it possible to establish
an accredited degree-granting
college of Hebrew studies as a
national institution on a non-
denominational basis. The bal
ance, amounting to $250,000 will
be available for other purposes
of the Foundation, which Dr
Neumann said included:
1 To alleviate the shortage of
qualified Hebrew teachers by
providing grants and scholarships
for students and providing in-
service training for Hebrew
teachers to deepen their knowl
edge.
2 To develop a program for
promoting Hebrew education
among children, adolescents' and

Dun & Bradstreet, has an
nounced the appointment of Mr.
Dan Carroll, a senior executive
of the company, as director of
its new branch in Tel Aviv to
be opened in January 1962
Mr. Carroll has already ar
rived in Israel and has begun
setting up the office and train
ing the staff which consists of 7
or 8 young economists experi
enced in local business condi
tions. The company will also
have sub-branches in Jerusalem
and Haifa and agents in outlying
towns such as Beersheba and
Safed
The final decision to set up
the Israel branch was reached
following the recent visit of the
company’s vice-president, Mr.
Don Dornon, who visited numer
ous banks, firms, factories and
institutions and found a great
interest in an office of this type.
Several companies have already
subscribed to the company’s ser
vices.
The initiative of a group of
American investors from Phila
delphia has brought into exist
ence a promising new venture
in Israel, mink breeding. The
first batch of minks, about 320,
were flown to Israel last April
from the mink farm of the Melt-
zer family in Connecticut and on
arrival were housed on a train
ing farm in Jerusalem.
Their number has been aug
mented by another 105 minks
born in Israel during the last
six months. These are progress
ing very satisfactorily and the
quality of their fur is considered
excellent.
It is estimated that farms could
Ik? set up in Israel to accommo
date some 200,000 minks.
Israel is spending this year a
record IL. 800 million (about
444 million dollars) on housing
of all types. The cost of the hous
ing program for immigrants falls
squarely on the shoulders of the
government, since empty-handed
newcomers cannot pay an eco
nomic rent The Save-for-Hous-
ing program is left to business
capital. But the government is
endeavoring to interest private
investors in rental housing ^con
struction programs (for young
couples) and the Housing Min
istry is ready to subsidize 20%
of these rents for the first eight
years.
Israel has been made a full
member of the General Agree
ment on Tariffs and Trade (GA
TT) at Geneva. Switzerland, by
a majority vote of 32, with one
dissenting vote and two absten
tions Since 1959 Israel has been
an associate member of GATT
Full membership will entitle
Israel to benefit from additional
customs reductions on exports to
the organization.
For its part, Israel agreed to

is reason to hope that Herzliah
will meet all necessary require
ments and conditions, including
those deemed essential by the
donors, and develop into a duly
accredited college under the laws
of the State of New York.’’
Dr Neumann also announced
that the Tarbuth Foundation will
be governed by a board of direc
tors in the formation. He revealed
that in addition to Messrs. Good
man and himself, the board will
include the following: Professor
Abraham Halkin, New York; Pro
fessor Mordecai N. Kaplan, New

E Levinthal, Philadelphia; David

Of Ship Captain
CASABLANCA, (JTA) - The
Tangiers Court of Appeals this
week upheld the conviction of
Francisco Reinaldo, captain of
the ship “Price,” in which 42
Jews lost their lives in January
1961 when the vessel sank off
the Moroccan coast.
Reinaldo was found guilty by
a lower court and sentenced to
four years and two months’ im
prisonment on charges of man
slaughter through negligence.
The Appeals Court, composed
entirely of Moslem judges, had
earlier upheld the convictions of
two other members of the ship’s
crew, identified as Sanchez and
Castroman, who were sentenced
to one year each.
Reinaldo. who admitted that
he had abandoned the ship when
it began to sink, claimed that
the ship went down within a
few minutes after a sudden gale
hit the vessel, flooding its hull
