Cold War Powers Unite Against Israel
UNITED NATIONS, (WUP)—
The Security Council, embroiled
in cold war tactics, has again
missed an opportunity to bring
Israel and her Arab neighbors
closer to a peace settlement.
By having censured Israel for
doing the only honorable thing
she could do to protect her sov
ereign rights against incessant
Syrian sniping and by having
only mildly rebuked the real

culprits in the case, this "mighty”
eleven-member UN body has
given the Arab states the green
light to continue in their har
assment of the Jewish State and
attack it at will.
This is the tragic situation
which has prevaded the most im
portant of all UN bodies.
Israel’s draft resolution con
demning Syria received no spon
sorship from any of the Council
members. On the other hand,
Syria’s draft condemning Israel
and which contained a warning
of sanctions was taken up by the
Soviet Union.
In the midst of all this ap
peared the U.S.-U.K. resolution
which reaffirmed the 1955-56
condemnation of Israel. Again
Israel stood “guilty” — though
deep in their hearts all the mem
bers of the Council knew fully
well who the real guilty party
was.
True, on the question of the
facts, the delegates differed
mainly because so many pieces
of the picture were either miss
ing or could not be established
in the Report of Truce Chief
General van Horn—a rigid and
calculating figure. All of the
Council members, however—even
Ghana and France—held Israel
guilty in violating the Truce by
resorting to massive retaliation.
The Council was little concerned
about the causes that led to Is
rael’s defensive action against
the enemy which, as they all
know, has sworn to destroy the
Jewish State. This did not come
into consideration at all.
Instead, the Council insisted
that Israel must establish all-
out cooperation with the Truce
Commission and return to the
Mixed Armistice Commission. It
praised and backed General van
Horn against Ambassador Co
may’s sharp attacks on the
Swede’s “misleading” statement
which served to weaken Israel’s
case.
Comay had a real battle on
his hands. Israel found herself
not only involved in a shooting
war with Syria but also in a
“cold war” with the Council—a
morally impossible position
which was slightly appeased by
the lip-service of France, Ghana
and Chile to the need for a more
basic approach to the whole
problem through a major peace
effort. But even these thin words
were uttered more to give Is
rael the mitigating circumstances
she had sought to wrest out of

the onslaught than a serious
thrust in the direction of peace.
Year in and year out Israel
has pleaded for a peace settle
ment of all outstanding issues.
The Arabs, on the other hand, in
voking all the rights of a state
of war, have continued to threat
en annihilation of Jewish Pales
tine. These facts are known here
at the UN. Yet the Security
Council is evading the ultimate
logic of the problem demanding
a master-solution. Why? The
powers apparently prefer to base
their policies on “realism"—to be
understood as expediency — on
the precarious instability of the
Middle East, especially in the
light of the Syrian revolution
and the struggle for power among
the Arabs which is alien to peace
in the family, let alone with Is
rael.
In this same “realism” Israel
sees another picture: the possi
bility that, as the individual
Arab states amass more arms,
somewhere in the Arab shuffles
and reshuffles there will emerge
an Arab military coalition. The
Council marks time, but time
may no 1 onger favor israel.
The only question that might
be asked is whether Israel’s
justified defiance of the Council
can help or worsen her situation
if and when the showdown
comes. On that no one can pass
judgment. This is a matter of
statesmanship, political apprai
sal, wisdom and judgment—all of
the long yard-sticks which only
the imperilled nation can decide.
Nations and communities can

help each other, but ultimately
a nation, like an individual, must
make the life-and-death decisions
all by its lonesome self.
One thing is certain: Israel has
shown the world that she can
protect herself when needed.

to have many staunch friends
here, such as, for example,

etc.
