Apartheid, Broader Racial Issue
have made up its mind in the
previous Assembly. It will not be
easy for the United States. The
right must prevail as the whole
world looks on.
UNITED NATIONS (WUP)
Too few Americans are aware of
the fact that our great nation,
which rightly lays claim to the
moral leadership of the world, is
dragging its feet on the racial
issue here at the UN—the very
issue on which the Kennedy Ad
ministration is prepared to take
maximum action in the U. S.
This issue is apartheid in the
Union of South Africa. It presents
an intolerable offense to the peo
ples of the entire continent of
Africa who are determined to
eradicate it by all the means at
their command.
Apartheid represents the policy
of the two and one half million
people of South Africa who have
segregated the eleven million
blacks and reduced them to a
ghetto existence and to the low
est degree of second class citi
zenship. For seventeen years —
the total life of the world organ
ization — the General Assembly
has never failed, year in and year
out, to plead with the Union Gov
ernment, now a Republic, to
abandon its racial policies. Hith
erto it has been a simple struggle
of human rights. Now, with 32
free African states who have
joined a Pan-African organiza
tion at Addis Ababa, it is an issue
involving the peace and security
of the continent.
During the last Assembly, the
small State of Israel—which had
more at stake than any of the
Big Powers involved—made its
definitive stand versus apartheid.
Considering South Africa’s tradi
tional friendship for Israel, it was
other corporation registered In the
Office of the Secretary of the State
of Georgia, and that the application
Is legitimately within the purview of
the laws of the State of Georgia;
IT IS CONSIDERED, ORDERED AND
ADJUDGED that the said application
be and the same Is hereby granted,
and that the applicants, their assigns
and successors are hereby Incorporated
under the name and style of
LANIER WATER CORPORATION
for a period of thirty-five (38) years
with all the rights, powers, privileges
and Immunities as are now or may be
hereafter provided by the law to slm

not an easy thing to do.
However, all through this per
iod, the United States has been
dragging its feet on this issue-
just as it dragged its feet on the
racial problem in the South until
compelled by demonstrations to
change. The U. S. promised that
there would be a change; we
temporized; we comprised—-all in
the name of our allies—and this
silently in the unspoken name of
our enormous investments in the
gold, diamond and uranium en
terprises we hold in the land of
apartheid.
More recently, under pressure,
the U. S. did go along with some
paragraphs of Assembly resolu
tions condemning racialism. But
in this condemnation one sensed
that same sanctimonious attitude
with which we condemned the
Sigmund Rhees, the Diems who
butcher Buddhists, and the Arabs
who threaten the annihilation of
Israel—all lip service and no ac
tion.
Now the fat is in the fire. The
issue is being brought before the
Security Council by the 32 Afri
can states. Their demand is ex
pulsion and economic sanctions.
The U. S. is caught on the
horns of the unusual dilemma,
the dilemma of claiming moral
leadership but failing to act
against immoral actions. We are
opposed to expulsion. The U. S.
argument is: better have them in
than out. A good argument if
Washington had not kept China
and its one-quarter of the world’s
population out of the “world” or
ganization.
As for sanctions, the U. S is
opposed to any sanctions. It won’t
work, Washington argues. It
didn’t work in the League of Na
tions against Italy. But sanctions
were applied against Hungarian
credentials for years; against
China, and it is now being applied
against Cuba. It just isn’t true
that the U. S. does not believe in
sanctions. In any event, as a Big
Power, with a status of perman
ent membership in the Council
and the power of veto and as
primary custodians of the Char
ter, U. S. diplomats just cannot

strong provisions for sanctions
against a violator of UN decis
ions. And as for the League of
Nations, Washington never ceased
to argue in international confer
ences the point that it collapsed
and brought about World War
precisely because it failed to en
force sanctions versus Italy’s ag
gression in Ethiopia.
The U. S. just cannot afford
to enter the Security Council
when it convenes in early August
to discuss apartheid without de
basing itself and the American
people politically and morally
unless it makes the one and only
decision. Either Stevenson and
his colleagues prevail at once on
South Africa to capitulate or they
must go along with economic
sanctions if not with expulsion.
Sanctions might be enough if
honestly applied.

EMPORIA, Va. (JTA)— Amer
ican Nazi Party leader George
Lincoln Rockwell was under ar
rest here Sunday on charges of
“conspiracy to incitement.” He
was arrested Friday, police
charging that he has been tour
ing the state to enroll volunteers
for a counter-march on Washing
ton on August 28, in opposition to
the Civil Rights march scheduled
to be held in the national capital
that day.
(In New York, last weekend,
Louis Mostaccio, a member of the
anti-Semitic National Renais
sance Party, was given a five-
day jail sentence for assaulting
a detective during an open air
meeting his group held in the
Yorkville section of the city, six
weeks ago. Wearing a Nazi
storm-trooper’s uniform, Mostac
cio used a flagpole for attacking
a group of persons that tried to
break up the neo-Nazi meeting.
In the melee, he hit detective
John P. Keeney, who was a
member of the police detail try
ing to curb the rioting.)
