facts, a denial which, as we shall
see with significance, was made
by Syria’s Foreign Minister in
Damascus. The denial was so bla

amendments to the U.S.-UJC. res
olution, amendments which
sought to take the sting out of
the anti-Syrian conno t a 11 o n
thereof by placing the basic
blame on Israel’s position vis-a-
vis the Mixed Armistice Commis
sion. But he did acquiesce in the
fact that there were killings and
he requested that the operative
paragraph one, which read: “Con
demns the wanton murder at Al-
magor in Israel territory of two
Israeli citizens on 19 August
1963,” be amended to read: “Re
gret* the death of two persons
at Almagor on 19 August 1963.”
The Moroccan was thus prep
ared to vote for the resolution
regretting the killings.
Observing the procee dings
carefully and noting the whisper
ings and handshakes every now
and then between the Soviets, the
nervous Syrians and the Moroc
cans, it appeared clear to this
writer that the Soviet delegation
had master-minded the whole
maneuver for amendments and
delays in obvious attempts to
tum the tables against Israel.
Fedorenko’s long-awaited speech
on Friday confirmed this writer
in his view. There is no “direct
and convincing evidence to con
firm Syria’s guilt for the death
of the two Israelis,” he repeated
time and again. On the other
hand, he stated that the Syrian
Government requested the meet
ing “to consider this very grave
situation which has arisen as a
part of this new wave of aggres
sion perpetrated by the Israeli
authorities.” If one needed any
further evidence of the fact that
the Soviet Union stands with the
Arabs against Israel this was it.
Fedorenko further agreed fully
with the Moroccan amendments
which all but destroyed the orig
inal resolution.
No wonder Ambassador Mi
chael Comay, commenting on the
Moroccan amendments, very
gravely told the Council mem
bers: “I can understand that to
condemn a murder Is unpalatable
to the country from which the
murderers came; but in the light
of the evidence as to what hap
pened, it would be regrettable if
the Council did not use plain
language about what was delib
erately and in cold blood done at
Almagor. Murder is murder, and
if ever the word “wanton” was
appropriate, it is here.”
It must be noted however, that
the incomplete defense of the case
by Syria showed up the utter
disarray in which the Arab world
finds itself. For example, the
Syrian delegate Tarazi made
much of Israel’s statement to the
effect that she would act on her
own if Syria were not found
to issue a few threats of his own
guilty. But he himself proceeded
when he stated that a condemna
tion of Syria would be received
with hostility by the whole Arab

world. This was not only an ill-
advised threat. It was an empty
one, since, for the first time here,
the Arabs—either because of in
ner confusion or because of
Syria’s poor case—did not show
the usual unified front which
they have always shown against
Israel in all past disputes. True
enough, Cairo’s delegate held a
press conference — a very mild
one, and Iraq sent in a memoran
dum, but none of the Arabs ask
ed to speak. Even they couid not
attach themselves to the utter
stupidity of the Syrian attack.
The Soviets, however, played
their usual game.
As a footnote to the current
case, it is altogether possible, as
some UN diplomats who have just
returned from the Mideast have
suggested, that in the struggle for
power in Syria, the Army may
have committed the incident in
order to topple the political junta
and take over the country.
