Behind UN Scenes—By David Horowitz
Yemen Headache
UNITED NATIONS (WUP)-The
tiny Arab state of Yemen, trans
formed overnig* from a feudal
kingdom to a Nasser-type Socialist
Republic, may go down in history as
the final Arab thrust to oust the
British ftnptre which has controlled
the region since
the day of Israeli. I
Hie case of Ye-1
men debated be-1
fore the Security!
Council all through I
last week-lake sol
many other cases,!
was deceptive 1 y |
over -simplified.
Yemen’s char g e I
was that Britain
had deliberately and on the highest
level of a Cabinet decision in Lon
don attacked the fort of Harib inside
Yemen territory killing some 25 to
“ 28 people. The charge itself was
achnitted by the United Kingdom
Ambassador, Sir Patrick Dean. How
ever, he made it clear before the
Council that the attack was in “re
taliation” — of a defensive kind —
against similar attacks by Yemeni
forces from that self-same fort
against territory now known as the
South Arabian Federation.
All this h££ a familiar ring and
brings to mind immediately Israel’s
past retaliatory actions against the
murderous Egyptians and Syrians.
The UN, however, never appeared
to pay much attention to Israeli’s
charges against the Arab provoca
tion. In all cases of such retalia
tion, the Security Council, despite the
obvious evidence of the provacations,
ruled against Israel by condemning
her. Britain, among those who voted
for oondemrmation, now finds herself
in the self-same position.
The Arabs, of course, fully aware
of past UN rulings against Israeli re
taliations, have taken full advant
age of the present case and exploit
ed it to the hilt. Hie results were
not too pleasant for the British.
In the present case involving Ye
men, it is actually the South Ara
bian Federation—currently consist
ing of 13 Sultanates and Sheikdoms
with eight others still being courted
-^which is the heart of the issue—
for two reasons. First, because it is
a puppet state of British manufac
ture which, when fully controlled,
would give Britain a solid foothold
amounting to one-third of the vast
Saudi Arabian peninsula. Secondly,
because one of the eight hopeful
joiners is Aden with its large Com
monwealth port and which is one
of Britain’s major military bases on
what is left of the Commonwealth
life-line now that the Suez Canal is
Arab controlled.
Against the British aspirations are

two claim. Yemen, a country of 75
square miles, now maintains that the
112,000 square miles of the Federa
tion originally belonged to her. The
UN General Assembly has voted
Aden to be a colonial territory within
the full scope of the UN Declaration
of Decolonization and should there
fore be given all the prescribed pro
cedures for attaining independence.
In the event both of these claims
crystallize what would emerge is a
Greater Yemen state bordering on
an independent Aden whore political
leaders have already hinted that
they might well join and consolidate
with Yemen. In a broader sense,
Britain will have lost her last foot
hold in a Middle Blast she acquired
almost fully in World War I but has
been rapidly losing since World War
II. In her {dace, the Arabs will have
added one more area in their steady
march to a fully "liberated” Arabia
with an eye mi Israel as the next
target of this process. This is Nas
ser’s great dream and he is moving
methodically in that direction. Hence
his present* in Yemen and his desire
now to oust the United Kingdom
from Aden."
As might have been expected, Is
rael has maintained a certain silence
on the whole issue—and with laud
able discretion. No matter what the
ultimate consequences — and there
can be no dot** that she would like
to see Britain remain in Aden—the
State of Israel cannot place itself
in a position of upholding the "im
perialist’’ end of a colonial issue
which enjoys the political and moral
support of the vast majority of the
UN member states. It is true that
Yeman now is being held together
by an entire army of some 23,000
of Nasser’s troops, an army admitt
edly there to protect the fledgling
state against military aid extended
to the Yemen Royalists who are
sworn to oppose militarily the Re
publican Nasser-sponsored Govern
ment in Sana from their desert
camps. A UN observer team is on

It is poarible that the UN may ex

the Federatioo-Aden ouutivway.
It is a long game at earth in
which the Arabs are bolting the
trump card while Britain’s stack of
chips has badly dwindled. The trou
ble with Britain is that she has not
had a new trick in her imperial
game since Victoria ruled the waves,
and this is too bad because the peace
in the area, even after final so-called
liberation, mi^it always use the
support of the Big Powers if they
but act from a sense of respon
