Exclusive Interview
With General Odd Bull
JERUSALEM, (WUF) — Al
though General Odd Bull very
seldom receives correspondents
for interviews—undoubtedly be
cause of the delicate position in
which he finds himself in this
tense border area—this writer
was given a lengthy audience
with the amiable and handsome
Norwegian Chief of Staff of the
UN Truce Supervision Organiza-.
tion (UNTSO) last week.
A charming and gracious per
sonality of the Hammarskjold
type. General Bull is a man who
cannot tolerate any form of in
justice. His code is based on the
UN Charter and the regulations
of the four Armistice Agree
ments. Hence all the reports he
has to date submitted to Secre
tary General U Thant have not
found too much favor in the
eyes of the Arabs—the initiators
of the border incidents.
The fact that he gave your
correspondent, a representative
of English-Jewish publications,
such a lengthy and friendly in
terview, proves something. Two
years ago, during a previous
visit here, the writer sought an
interview with Bull’s predeces
sor, General Von Horn. Although
your correspondent was fortified
with letters of introduction from
two of the highest UN officials
under U Thant, Von Horn turn
ed down the interview. It is now
clear why he acted as he did.
Soon after he left his post here
he quickly sold himself to Saudi
Arabia as a military adviser.
For Israel and Jewry it is
vital that the Chief of Staff of
UNTSO be a man of great in
tegrity and honesty. His findings
are accepted at UN headquarters
as authoritative and they serve
as a basis for final decisions not
withstanding Soviet vetoes. It is
the moral victory that counts
as far as Israel is concerned.
Thus Israel can count on General
Bull to submit a just report.
During the pleasant inter
view, the discussion turned to
the world situation in general
and the Middle East in particu
lar. The General appeared opti
mistic as to an eventual settle
ment of the Israel-Arab prob
lem. Citing Bourguiba’s recent
statement recognizing the reali
ty of the present situation in
the Mideast—a statement which
evoked the ire of Nasser and
the other Arab leaders — he
seemed to think that the Arabs
are gradually coming around
to realize that Israel is here to
stay and that there is no alterna
tive for them but to come to an
understanding and make peace.
General Bull further agreed
w'ith your correspondent that the

Dag Hammarskjold Blueprint of
1959-involving a multi-billion
dollar project for the economic
development of the entire Mid
east crescent, taking in also the
settlement of the Arab refugee
problem, hut which the Arabs
rejected at the time—might be
worth while re-examining by
the World Organization with the
view to bringing about peace in
the area. With some modifica
tions, the Arab leaders might
give the Blueprint some second
thoughts today. The writer alert
ed General Bull to the fact that
he Foreign Minister of Sweden,
Torsten Nilsson—during his in
terview with him in Stockholm-
had also shown a deep interest
in the possible revival of the
late Secretary General’s propo
sals. Certainly, the Arabs can
not say that Hammarskjold,
whose memory they still ven
erate, was partial.
What a wonderful memorial it
would be to the memory of
Hammarskjold — who gave his
life for peace—if his Blueprint
for the settlement of the Israeli-
Arab dispute, a Blueprint over
which he had worked for years,
would lead to a solution of this
one of the most vexing issues
facing humanity.
Peace in the Mideast must come
one day, and your correspondent
