the person sterilized. My op
ponent in this race voted for
and supported this bill, and
helped to pass it in the
House. I fought this bill and
and voted against it. It was
killled in the Senate with

of Ivan Allen appointees as
the hill by Ben Johnson
now reads (Ivan Allen ap
points 4 members. The Ful
ton County Commission ap
points 2 members. Since the
Fulton County Commission
has to depend on the vote of
the city of Atlanta for elec
tion—it is natural to assume
that the Mayor of Atlanta
will control these 2 votes.
Thus, in effect, giving the
city of Atlanta 6 votes). Also,
the proposed bill would have
limited the interest on the
tax-free bonds to 4 1 -_• % in-
[] terest. The Ben Johnson bill
allows 6% tax-free bonds.
This is an unreasonable high
rate for tax-free bonds. My
opponent actually agreed to
these unwise provisions of
the* Ben Johnson bill.
Voted “against” the vici
ous “Sterilization” bill which
would have grossly insulted
and embarrassed the many
members of the Christian
community in Georgia. My
_ opponent in this campaign
B not only “voted for" this
bill, but it passed in the
House with his full support
and influence. When this
bill reached the Senate it
was defeated — only after
Archbishop Hallinan ap
peared against it and stress
ed the Catholic Church’s
opposition.

qualified as a Democratic can
didate for state

District 131.
Mr. Katz, with

Toombs et al.
versus Fortson,

Israel Katz
Senate and House reapportion
ments derived.
Mr. Katz is an Atlanta na
tive, an honor graduate of Old
Boys High School. He graduated
from Emory University School of
Business Administration, was an
instructor in accounting at Em
ory, and attended Emory Law
School vyhere he was awarded the
juris doctor degree in law and
the American Law Book Award
in constitutional government.
He *is author of “The Express
Private Trust in Georgia,” and
coauthor of “The County Unit
System and What It Means to
You.”
Mr. Katz is formerly chairman
of the State Affairs Committee
of the DeKalb Democrats, was
coordinator of Democratic poll-
watchers for the 99 Fultoq Coun
ty precincts in the 1964 elections,
was member of the 5th District
Democratic Executive Committee
in 1963 and 1964, and was twice
president of Active Voters of
Georgia.
He is a member of A.A. Con
gregation and the Temple, and
of Morningside Lodge, F&AM.
As a young man, Mr. Katz was
national president of Masada,
Zionist young men’s movement.
The district he seeks to rep
resent encompasses Atlanta city
precincts 6-E, 5-E, 1-F and 3-Y
Polling places are Samuel Inman
School on Virginia Avenue,
Grady High School, Fire Station
No. 11 at 30 North Ave., NE, and
the Atlanta Public Library, down
town.
