Ambassador Goldberg
A Proud American Jew

Arthur J. Goldberg—a proud
American Jew—has served his
country well, as Secretary of
Labor in President Kennedy’s
Cabinet, as Associate Justice of
the Supreme Court. He will con
tinue to do so now as Ambassa
dor to the UN and as a mem
ber of President Johnson’s Cab
inet. His will be the voice of
America in the Council of the
Nations.
He gave up a lifetime tenure.
He relinquished the quiet, the
serenity and the dignity of the
Supreme Court. He took a cut
in pay to enter the turbulent
arena of controversy, conflict
and ideological disturbances. He
did this because the President
told him that it was “the call of
duty,” and that he could serve
the country best at this juncture
in world affairs by representing
the United States at the UN. He
will serve at the President’s will,
but he will return to Cabinet
status, and resume a life of ac
tion.
Arthur Goldberg and Adlai
Stevenson were friends. They
graduated from the same law
school of Northwestern Univer
sity. They both espoused liberal
causes. As an associate Justice,
Goldberg joined the liberal con
tingent on the bench. His decis
ions were forthright in facing
issues. “He exhibited a zest for
innovations.” as one writer put
it.
Arthur Goldberg is the son of
Jewish immigrants. He was
brought up in an area of poverty
and his parents were poor. They
had to struggle for a livelihood.
The son had a passion for learn
ing. He graduated from law
school with honors. He specializ
ed in labor law, became general
counsel for the CIO, then took
a similar position with the United
Steel Workers. He played an im
portant role, as negotiator and
conciliator, in the merger of the
AFL-CIO. His skill as a negoti
ator reached full realization when
he became Secretary of Labor.
His confirmation, as the chief
U. S Delegate to the UN, was
the quickest in the history of the
Senate. He appeared before the
Foreign Relations Committee, at
a public hearing, for 40 minutes,
and received unanimous approval
of the Committee. Two hours
later he was confirmed by the
Senate bv unanimous vote. And
on Monday, July 26, he was
sworn in as the U. S. Ambassador
to the UN.
In his opening remarks before
the Committee, he said he was
dedicated to the "ultimate goal of
human rights and social justice
to which all men should aspire.”
As to the role of the United
Nations he said, “I think we must
have optimism that the great goal
—for which the UN was created
— to free the world from fear,
which means to free the world
from war. can and must be
achieved.”
So the concepts of peace, hu
man rights, and social justice, are
the stars to which Arthur Gold
berg will hitch his efforts at the
UN. These, in fact, are the tra
ditional goals of prophetic Juda
ism.
At the hearing before the com
mittee two Republican members
urged Goldberg “that he should
use his own judgment and par
ticipate in policy decisions,”
and the hope was expressed, that
he would “not be just a mouth
piece for another’s words.” Mr.
Goldberg said that he and the
President have an understanding
on this subject.
An African delegate to the
UN, when told of Mr. Goldberg's
appointment, said “I know he
has a good head but I wonder
whether his heart is in the right
place.”
The delegate can rest assured
that his heart is in the right
place. On numerous occasions
Mr. Goldberg has shown, by his
actions, that he possesses a “Jew
ish heart.” And a Jewish heart
is usually in the rightplace.
The issue of world peace is
paramount to all other issues
facing the UN. But Justice Gold
berg said that “the United Na
tions must carry on its struggle
against world poverty and its ef
forts toward social justice and a
world rule of law.”
There was one aspect of his
appointment, as reported in the
daily press and in the weekly <
magazines, which gave us some
concern, and that is the constant
reference to his being a Jew. I
soon realized that this was in
evitable because of Justice Gold
berg’s active involvement in the
issues confronting American
Jewry. And more so because of
the intransigent attitudes of the
Russians.
And so it is pertinent to quote
from the story in the New York
Times of July 24 referring to
“Senate Confirms Goldberg to
the UN Post.”
“In an apparent move to give
assurances that he, as a Jew,
would not allow religious con
siderations to affect his attitude
toward Arab Nations he said:
“I shall be guided by the doc
trine that in this pluralistic
world, containing people of dif
ferent religious beliefs and na
tions of differing political sys
tems, all nations are to be treat
ed with dignity, respect, fairness,
and equality. This is the policy
of the United States as I under
stand it. And that is my own
personal faith.”
Mr. Goldberg is coming to the
UN when the entire organization
and all its programs may require
a second look; when issues that
divide the nations have to be
harmonized, and when skillful
negotiation is essential to reach
any sort of consensus leading to
action and growth. In this pro
cess Mr. Goldberg has a great
contribution to make There is
one other aspect to Mr. Gold
berg’s career which needs to be
pointed out. Unlike Justice Bran-
deis and Justice Frankfurter,
when they ascended the Bench
they discontinued their active
participation in Jewish affairs
This was not the case with Jus
tice Goldberg. He saw no con
flict of interest as a justice and
his involvement in Jewi-h life,
even in the consideration of con
troversial Jewish issues. He took
an active part in the National
Conference on Soviet Jewry,
sponsored by all the major Jew
ish organizations. He appeared at
national conferences of the UJA.
at meetings of the Jewish Theo
logical Seminary of America, at
the recent convention of the
B’nai BTith in Jerusalem ^nd
others.
He is a committed Jew, a
Zionist, and a believer in the fu
ture of the American Jewish
community. Justice Gddberg's
rise to national eminence and
now to international recognition
are once again evidence that the
American Dream is still a potent
force in American life, and that
the U. S. is still a land of oppor
tunity for all who apply them
selves to the realization of their
maximum potential in the serv
ice of the country.

USSR Maneuvers
Nasser’s Yemen War
Russia’s role in the war in Yeman has
been constant since Col. Nasser sponsored the
uprising against the Iman a couple of years
ago. Soviet planes have air ferried specialists
and equipment to Col. Nasser’s expeditionary
forces. All of them carry Red Air Force co
pilots and military liaison officers. The USSR
get paid generally in kind these days, because
the Egyptian regime is flat broke. Egyptians
will be picking cotton for a generation to
meet Col. Nasser’s commitments to Moscow
for planes and equipment. . . The fact that
almost nobody of consequence in the world
has called attention to the Nasser expedition
remains one of the strangest facts of political
life in the world today. Here, in fact, is a
smaller-scale Viet-Nam operation in reverse.
Col. Nasser beefed up his forces recently to
better-than 65,000 men. They are most of his
combat effectives. His most modern equip
ment is invested in a self-proclaimed libera
tion operation by force. . . The result has been
a huge casualty toll for his troops. . . The
Royalists, who command loyalties of nearly
all tribes, fight a bitter guerrilla war. They
have two armies. One is uniformed and paid
by princes of the Iman’s family. The other are
tribesmen who go out and fight with excellent
small arms under tribal leaders. All told, the
Royalists can field across the desert-pocked
and mountain-rimmed country about 50,000
regulars. Add another part-time quarter-of-a-
million tribesmen and the total anti-Nasser
force is formidable. Levies of Republican
Yemenis are supposed to be fighting to a
strength of maybe 100.000 with Col. Nasser
But they defect almost as soon as they’re
pressed into service. . . Besides bringing Egypt
to the brink of bankruptcy, Col. Nasser has
given a blank check to the Russians to master
mind tactics and try to assess strategic con
ditions in the Middle East for the future. It
was a war of aggression he deliberately trig
gered. . . . Critics of the American role in Viet
Nam never complain about Col. Nasser’s own
war and flagrant intervention. Maybe it's be
cause so-called "wars of liberation'' are fash
ionable folly.

Is Russia Changing-?
It would be too much to expect the pres-
sent Soviet leaders to accuse their predeces
sors of anti-Semitism in the same way that
Khrushchev dealt with crimes committed m
Stalin’s day. The most one can reasonably hope
for is that discrimination and repression will
quietly be brought to an end, without any im
plicit admission that they ever existed. The
Soviet promise to give residence permits to
Yeshiva students and the decline in cases of
Jews reported in the press as being sentenced
to death for economic offenses may be signs
of improvement. It is really too early to say,
since one must wait to see whether promises
are fulfilled and further news seeps through
No one would be happier to report real im
provement, but long experience of false
dawns teaches caution in optimism where the
USSR is concerned. Meanwhile, keen, patient
analysis of all sources of news about the
Soviet Union and responsible but unfettered
publication of the true state of affairs must
continue.
