BOSTON BUSING
A lady who seems to want to
be mayor of Boston now that she
has shown her great vote-getting
ability as chairman of that city’s
school committee is playing her
thousands of followers’ disdain
for Negro aspirations against the
mounting fury of Negro parents.
The lady, Louise Day Hicks,
got more than twice as many
votes as did the fifth person
elected to Boston's five-man
school committee in 1963. In the
election due up in Boston within
a few weeks, she is expected to
run even stronger. Yet Arthur
Gartland, the low man in the
1963 running, whom she far out-

pecuniary gain and profit.

poration shall be in Fulton County,
Georgia, but the corporation shall
have the privilege of establishing
branch offices and places of business
elsewhere, both within and without
the State of Georgia.
4. The corporation shall have one
class of stork, which shall be com
mon stock with a par value of $1.00
per share. Each share shall have equal
voting rights, together with preemp
tive rights. The corporation shall be
authorized to have issued and out
standing at any one time a maximum
of 50,0000 shares of such common
stock of $1.00 par value.
5. The amount of capital with which
this corporation will begin business
shall be not less than $200.00.
6. The general nature of the busi
ness to be transacted by this corpora
Lion shall be to operate slot racing
tracks, to sell all manner of equip
ment and supplies used in slot racing,
to promote and carry on for pub
lic participation any other hobby or
recreational activity, and to carry on
such other or additional activities as
the Directors of said corporation may,

rights, powers, privileges and immun

the only one of the five on the
school committee who has forth
rightly and courageously tried to
end Boston’s shocking school ra
cial imbalance and overcrovyd-
ing. And, he may well be defeat
ed for his efforts.
Meanwhile, Negro parents in
Roxbury—Boston’s Black Ghetto
—have taken the responsibility
of raising hundreds of dollars to
bus their children out of the jam
med and obsolete Roxbury
schools to areas juot too far
away. Under Boston’s Open En
rollment plan, children may at
tend school anywhere, provided
shall be not less than $200.00.

School Superintendent William
Ohrenberger would have arrang
ed for the rides; but Mrs. Hicks
is dead set against busing.
"The one thing our children
don’t need in the morning is a
bus ride,” she has said. Yet some
400,000 Massachusetts children
are bused to school regularly. But
hear Mrs. Hicks through: "With
out busing, there is no solution
to the racial problems in Boston.”
If that puzzles you, take a firm
grip on your chair and read what
follows from Mrs. Hick’s lips:
"The racial issue is not educa
tional. While racially balanced
schools are socially desirable,
they are not educationally harm
ful.”
This Mrs. Hicks says despite
the fact that her own spiritual
leader, Richard Cardinal Cush
ing, and 20 other well-known
Massachusetts leaders joined re
cently in the Kiernan Study, a
key finding of which is that ra
cial imbalance is wrong because
it denies Negro children equal
opportunity in education. The
presidents of three great univer
sities, Boston’s Ralph Lowell, a
former president of the Chamber
of Commerce, and all the other
members of the study commis
sion agreed. One of Mrs. Hick’s
ideological partners called the
Kiernan Commission "a loaded
panel.” He stated he thought
Cardinal Cushing hadn’t attended,
many of the meetings; but the
records show that the prelate
rarely missed.
In her many appearances in
the press and on the air, Mrs.
Hicks has made comments on a
wide range of school issues. She
has stated, for example, that it
is unwise to encourage people to
defy the law — the law requiring
school attendance. This was when
talk of a school boycott was
heard.
Well, now Massachusetts has a
brand new law. It is a law giving
the commonwealth’s school au
thorities the power to shut off
funds to a local school unit if,
after a decent time limit and se
rious efforts, plans are not forth
coming to achieve racial balance.
This law, enacted with strong bi
certificate of the Secretary of the
State of Georgia that the name of
the proposed corporation is not the
name of any other corporation reg
istered in the records of the Secre
tary of State,
IT IS ORDERED that said application
be granted and a charter issued under
the name CORONA CARPET MILLS
CORPORATION with all the rights,
powers, privileges and immunities as
therein prayed and as may be grant
ed to similar corporations by the laws
of this State.

er School Commissioner Kiernan
needs to effect th£ change in Bos
ton. Forty-five of the fifty-five
schools in Massachusetts with
over 50% non-white enrollment
are Boston schools. Nearly one in
every four Boston students are
non-white; and the percentage is
intensifying because of influx
from the South and the white
exodus from Roxbury and near
by areas to the suburbs.
The failure of the Boston
School Committee to come to
grips with the problem of racial
imbalance is only a part of the
tragedy. The school authorities
have $29,000,000 available to
build new schools; hut such plans
as there are rot on the planning
ixiards because of the petty
school committee quarrels.
The Kiernan Commission, the
press, the Massachusetts Advisory
Committee to the U. S. Commis
sion on Civil Rights, the Catho
lic Interracial Council, and many
other factors are demanding ac
tion. Boston’s Mayor Collins, a
likely candidate for the U.S. Sen
ate in 1966, has placed himself
squarely in the center of the
fight for an end to overcrowd
ing, the erection of new schools
and the achievement of pupil in
tegration.
But Mrs. Hicks figures she has
u good political thing going. And
alas, thousands upon thousands
of her townsmen are with her.
