Commerce Department Issues New Rules
Concerning Arab Boycott of Israel

WASHINGTON (JTA) — The
Department of Commerce issued
new regulations to American ex
porters asking them not to co
operate with efforts of the Arab
states to boycott trade with Is
rael but pointing out that they
are not legally barred from co
operating with the boycott.
Under the regulations, expor
ters must report to the Depart
ment within 15 days any request
from foreign nations for boycott
action or other restrictive trade
practices against Israel or any
other foreign nation.
Secretary of Commerce John
T. Connor prefaced the new rules
with a statement of official guid
ance He said it was “the policy
of the United States to oppose
restrictive trade practices or boy
cotts fostered or imposed by for
eign countries against other
countries friendly to the United
States. All United States expor
ters of articles, materials, sup
plies or information are encour
aged and requested to refuse to
take, but are not legally pro
hibited from taking, any action,
including the furnishing of infor
mation or supporting such restric
tive trade practices or boycotts.
Accordingly. I encourage and re
quest individuals and firms re
ceiving such requests to refuse
to comply with them.”
The rules were issued in con
formity with an amendment to
the Export Control Act adopted
by Congress. Export Bulletin No.
920 said the policy reflected by
the forms issued by exporters
under the new law reflected
American efforts to eliminate
trade obstacles and promote in
ternational business “as a means
of achieving peace and well
being.”
Under the rules, any exporter
receiving demands for boycott
information or agreement to boy
cott practices must report this
within 15 days to the Office of
Export Control with a specified
form. Such information will be

Article 10 of the form, which
is not mandatory, says the Gov
ernment would appreciate know
ing—but does not require a re
port on—whether the firm did
or did not comply with the re
quest for boycott information
Nathan Strauss III, chairman
of the American-Israel Chamber
of Commerce issued a statement
saying that the regulations, which
had “several clearly positive ele
ments,” also had an “unusual
negative statement.” He referred
to the fact that under the law,
"there is no legal obligation to
refrain from yielding to the boy
cott.” He said that the Chamber
would give careful study to the
new regulations and would pre
pare a judgment “which we may
u ish to bring to the attention” of
Connor.

head of the PLO, had tendered
his resignation because Arab
states are unwilling to go far
enough in aiding his group to
wage hostilities against Israel
The Beirut report said that Shuk-
aiiy resigned because of a dispute
with the Jordanian Government
on the military training of Pal
estinian Arab refugees. The PLO
office made the announcement,
claiming that the resignation
originally was tendered at the
last Arab League summit confer
ence at Casablanca, but that Arab
rulers had rejected it. Shukairy
still insists on resigning from his
post and has called for an emer
gency meeting of the executive
committee In Cairo on the mat
ter.
