“Brilliant” is columnist Joseph
Alsop’s tribute to President John
son for the smooth way in which
the Chief Executive maneuvered
the federal aid-to-education bill
through Congress. “The President
has a wonderful knack of find
ing a contraption that does what
needs doing . . . without stirring
anyone up at all,” Alsop con
cludes.
And in the next breath, the
columnist acknowledges, as does
every careful student of consti
tutional law, that the legislation
“patently crosses the line of
Federal assistance to church
schools.”
Yet during his campaign for
the Presidency, Mr. Johnson
stated quite plainly that he would
oppose any federal program, in
cluding assistance to schools,
which does not strictly conform
to the American tradition of sep
aration of church and state, ex
pressed in the First Amendment.
It’s understandable, then, that
the nation’s most influential Pro
testant journal, The Christian
Century, has concluded that:
“The President may have re
duced tension, but he has not
eliminated the religion issue . . .
This is not surprising. In our
country, however gently the fed
eral government touches the
three R’s, it will inevitably jar
the fourth R, Religion.”
Little wonder, then, that the
Baptist Joint Committee On
Public Affairs, because of con
cern over the blurring of church-
state lines in both the federal
aid-to-education and the War-
On-Poverty acts, has proposed a
new set of principles to stand up
against infractions in administra
tion of these greatly-needed legis
lative assaults on undereducation
and poverty.
Another Protestant sector,
Presbyterian Life, has also raised
doubts about the opening of some
heretofore prudently-closed doors
as the nation moves to help the
poor and train and teach those in
need of learning.
In general, these are the cau
tionary suggestions:
Grants should not be given di
rectly to denominational private
schools; public authorities should
continue to administer the bene
fits; students should always be
able to identify the benefits as
public services; benefit programs
must under no circumstances be
used for religious indoctrination;
benefits must be available to all
without discrimination as to race,
religion, class, or national origin.
The National Community Re
lations Advisory Council, now
embracing "bight of the largest
national Jewish bodies active in
the intergroup field as well as 78
community relations councils, is
perhaps the keenest of all the
mechanisms when it comes to
keeping a weather eye on pos
sible piercings of the constitu
tional curtains separating church
and state. Nearly a year ago, the
NCRAC noted that remedial pro
grams would be conducted in
several cities with Office of Eco
nomic Opportunity money in
both public and parochial facili
ties. Sargent Shriver said this
was alright because welfare ser
vices, rather than education, was
being offered.^But the NCRAC
was naturally not satisfied with
that explanation, and at this
writing is continuing correctly to
alert the nation to the possibili
ties of church-state principle
incursions.
We all face a dilemma here.
We know well that at long last, it
has become possible to get huge
federal grants for moving in on
the problems of the poor and for
accelerating pre-school tutelage
and sweetening the education of
children all along the line. This
we have vigorously advocated;
and thanks to the race in space,
to the exigencies of the Cold War,
to exposure of human erosion
brought on by discriminatory
practices and slum living, an
affluent government has moved
to improve many conditions. But
the claim that aid is for the child
rather than for the school or
center he attends is one way to
open the door to wholesale
breaches of the separation prin
ciple.
Moreover, now that a start has
been made, with religious schools
and institutions deeply involved
in the federal processes, the cry

BROOKLYN ( W U P ) — The
many Jewish postal workers in
the main Post Office here were
rebuked when they sought per
mission from the Postmaster, Ed
ward J. Quigley, to have a Men-
orah displayed in the lobby in
honor of Hanukah in an effort
to give this Jewish festival equal
recognition with Christmas. The
lobby is richly ornamented with
a glittering Christmas tree and
posters.
Although the Assistant Post
master is a Jew by the name of
Shapiro, the Jewish request was
denied.
According to the Constitution
and the Bill of Rights, the Fed
eral Government has no legal
right to favor one religion—no
matter how great—above another
But if it already favors one. such
as in this case, it is dutybound
to favor all others. It thus ap
pears that the U. S. postal author
ities are violating the Constitution
which they have sworn to uphold.
Anyone making an inquiry at
the Brooklyn Post Office these
days by phone will be greeted by
the operator with a “Merry
Christmas.” One indignant Jewish
inquirer, when he heard this, im
mediately responded with a "Hap
py Hanukah” greeting to the
litter surprise of the operator.

Educational Freedom won con
siderable support in lobbying for
its idea of a federal aid-to-educa-
tion bill by boldly advocating the
pattern taken from the G.I. Bill
of Rights—giving a flat federal
grant to each school child or his
parent to be used in the school of
his choice.
As such concepts gain currency,
we are confident that church-
state lines will blur increasingly
But we are just as confident that
judicial review will be achieved
and that such examination will
firm up the enduring strength of
the First Amendment.
