particularly during the past year
when it became known that Is

For Israel, water is a matter of
life and death. The Arabs know
this and they have threatened to
do everything in their power to
prevent the Israelis from using
any water emanating from the
Jordan River. At the two recent
Arab League summit conferences^
held in Egypt, decisions were
taken to block the flow of Jor
dan waters from the River’s
source in Lebanon and Syria.
Delegates here at the UN, who
have been hesitant to do any
thing about these threats—just as
they have been vacillating and
refusing to act against the con
tinuous Arab ultimatums threat
ening to destroy the Jewish State
—might do well to look into and
carefully study Robert St. John’s
recently-published book, “Roll
Jordan Roll,” which deals in de
tail with the history of this fam

“Roll Jordan Roll” is not only
the “biography” of a river—the
most famous stream in the world.
It is the history of the peoples
linked to the River since the days
of Eden, and Abraham’s children
figure prominently in this link.
The whole Bible and its great
personalities come to life again
in vivid characterization such as
only a Robert St. John could por
tray. Indeed, the book recaptures
all the episodes of Biblical his
tory in chronological order, giving
the reader an insight, nay, a key,
to the Book of Books.
But Author St. John moves on
to the post-biblical era, to the
Middle Ages, to the period of
the Ottoman Empire, to World
War I, the capture of Jerusalem
by General Allenbv, to the Bal
four Declaration, to World War
II, the creation of the United Na
tions and the rebirth of Israel.
No important event is omitted.
The history of Zionism and Theo
dor Herzl’s historic role in found
ing the movement are included;
so also the Aliyah movements
and the early pioneers’ struggle
for survival in the old Palestine.
While the whole volume may
have a strong impact on UN del
egates, the latter part, especially
the concluding chapter dealing
with the various proposals which
have come up for the solution of
the use of the Jordan waters—
the Eric Johnston and Main Plans
as also the Unified Plan—should
prove of special value to them
whenever the question comes up
again for discussion here as it
undoubtedly will.
“The Arab scheme — for the
blocking of the headwaters of
the Jordan against Israel — has
all the earmarks of a spite plan,”
says Robert St. John. “For Leb
anon has so much water that she
permits fifty percent of the an
nual flow of the Litani to go to
waste in the Mediterranean,
while Syria has both the Orontes
and the mighty Euphrates to draw
from, and Egypt, the prime
mover, has no interest whatsoever
—except political—in what hap
pens to Jordan water.”
Author St. John adds: "For in
ternational lawyers and jurists
the controversy raises the ques
tion of whether international law
or international anarchy is going
to rule the Middle East. Under
international law, all states have
the right to use the water of
rivers through their territory,
subject only to the general res
triction that they must not cause
serious injury to another state.
The principle of “equitable ap
portionment” of benefits among
riparian parties has long been
recognized in international dis
putes.”
He then cites President John
son, who stated—after he had an
nounced plans for the U. S. to
cooperate with Israel and other
countries seeking to develop their
water resources:
“Water should never divide
men; it should unite them. Water
should never be a cause of a war;
it should always be a force for
peace.”
In concluding his masterful
book, which was published by
Doubleday, the author of “Shalom
Means Peace," “The Tongue of
the Prophets,” and many other
volumes, notes: “While rival na
tions construct diversions in the
Valley and rival military men
prepare for hostilities in case
tempers get out of control, the
Jordan still continues to flow in
her selfsame bed, wiggling and
meandering as much as ever;
rushing, pausing, twisting, turn
ing, cascading, doubling back on
herself. A strange river; a young
river, as rivers go, and yet what
sights she has seen, what people
she has known, what history she
has helped to write, what life she
has led.”
