Goldberg Tells
l lis Position at
United Nations
UNITED NATIONS (WUP) —
Ambassador Arthur J. Goldberg
appeared before the UN press
corps the day following the As
sembly closing and explained his
position as President Johnson’s
envoy to the World Organization
following five months of hectic
activities which had brought the
former Supreme Court Justice
both praise and criticism.
“I must offer you an apology,’
he told the correspondents, “Per
haps you may think that I have
not been often as forthcoming as
you would like me to be in dis
cussing issues.”
Mr. Goldberg then went on to
reveal something which many ob
servers had suspected for quite *,
while, namely, that his own per
sonal points of view did not al
ways tally with those of Presi
dent Johnson and the State De
partment. “I personally do not
regard it to be the function of a
member of the Cabinet, a mem
ber of the Administration,” he
said, “to ventilate in the press my
point of view when it may not be
the point of view of the United
States Government. I represent
the U. S. Government here, and
the point of view that I express
will be the point of view of the
U. S. Government.”
Ambassador Goldberg then dis
closed that he had “exacted only
one commitment from the Presi
dent when he asked me to takt
this post and that eommitmeni
was this: ‘I would like to have
you hear my voice. I would like
to express frankly and candidly
to you my opinions about the va
rious issues I have to deal with
here at the UN’.”
The President, Goldberg add
ed, “has honored that commit
ment—and that is all I asked for."
