THE IODTHIIN 1IIAIL1TB
BEHIND UN SCENES By David Horowiti
Eban Back In The Arena
UNITED NATIONS (WUP) —
This World Organization is now
buzzing with the news of the ex
pected return of Abba Eban to its
occasional de
liberate ns as
both delegates
and correspon
dents still recall
the eloquence of
his jvords in the
many years that
he served as Is

dor here.

WASHINGTON (JTA) — Dr.
William A. Wexler, international
president of B’nai B’rith, said, in
a statement to the Jewish Tel
egraphic Agency, that the decis
ion to deny use of the B’nai
B’rith building in Tel Aviv for
Jewish Reform worship would
be reviewed at a meeting of the
Oder’s international executive
committee in New York on
March 6.
Dr. Wexler said also that rec
ommendations of the B’nai B’rith
international council would be
submitted to the order’s board
of governors for “a final determ
ination and course of action.”
He noted that the action in Tel
Aviv was a local decision.
He added that “it appears that
B’nai B’rith has become a sud
den and innocent focus of the
otherwise drawn-out controversy
over the status of religion in Is
rael. We regret this deeply.” He
added that the basic purpose of
the order was to “encourage
Jewish life in all its options. Our
programs we specifically design
ed to respect and embrace all re
ligious ideologies of Judaism
with partisanship toward none.
This has been, and persists as,
our philosophy and practice.”
He pointed out that as a mass
membership group with members
in 44 nations “we respect the
fact that diversities in policies
and practices will arise out of
local culture and customs” and
that B’nai B’rith had therefore
operated with considerable local
autonomy among its national

It was a moment of historic truth
and justice and something of a
miracle to witness this birth from
the ashes of Europe’s Jewry. In
deed, this act of justice was made
more poignant by the fact that
the emergence of the State should
have been attended with the
blessings of the entire world
community excepting the modern
Philistines in Arabia.
It was a moment of poetic jus
tice which could not be express
ed by the routine of classic lang
uage of professional displomacy.
Its true, exalted spirit could have
been adequately expressed only
groups.
He said that it appeared on the
basis of preliminary reports that
the B’nai B’rith leadership in Is
rael “acted in good faith and
without hostility toward any
form of Judaism but the reports
also point up the fact that the
issue was complicated by many
factors, some of them contradic
tory, as well as by legal issues.”
Backs Arabs
Cong Leader
WASHINGTON (JTA)—Chair
man Nguyen Huu Tho, of the
central committee of the National
Liberation Front for the Libera
tion of South Viet Nam (the Viet
Cong) has condemned Israel as
“the aggresive tool of imperial
ism” and voiced support of the
Arab struggle against Israel, ac
cording to Egyptian broadcasts
reported here.
The Cairo radio said the Viet
Cong leader cabled Ahmad Shu-
kairy, head of the Palestine Lib
eration Organization, that the
Viet Cong “wished the Palestine
(Arab) People further success in
their struggle against Israel, the
aggressive tool of imperialism,
and the realization of their hope
of returning to Palestine."
A Tel Aviv dispatch to the
Jewish Telegraphic Agency re
ported that the Israel Commun
ist Party received an Oriental
New Year greeting from the Viet
Cong. The message had been sent
by the Viet Cong to the section
of the Israel Community Party
led by Jews, instead of to the
Communist dissident group in
Israel composed chiefly of Arabs.
Moscow recognizes the Jewish
Communists in Israel.
Shukairy thanked the Viet
Cong and “on his own behalf
and that of the Palestine people,
expressed his sincerest wishes to
the Vietnamese people in their
struggle to liberate their home
land from American imperial
ism.” The Arab leader hoped
“that the Vietnamese people
would be able to achieve unifi
cation and that it would not be
too lonrr hofore peace prevails in
Viet Nam."
The Palestine Liberation Or
ganization has urged a “war of
national liberation” against the
Jewish population of Israel, and
has created guerilla infiltration
forces for raids across Israel’s
borders. Shukairy was received
last year by Communist Chinese
leaders in Peking and was re
portedly advised to initiate gue
with a special kind of language,
with words that catch the spirit
and imagination of a new chap
ter in the annals of liberation.
And Abba Eban—by a coincid
ence of history — supplied that
language with a logic and beauty
that transcended and overcame
the purely political logic of op
posing forces.
With the Arabs having muster
ed their phalanx against this ep
isode, it was also a time for
mighty refutation and this, too,
Eban supplied with a power that
swayed the nations of the world
in the most formative years of
the new State when it needed
words that win more than even
weapons that almost any enemy
could have matched at the time.
When the fighting front of Is
rael, broadly established in the
UN, shifted from the political to
the cultural level, Eban returned
to his country as the head .of the
Ministry of Education, Culture
and Science and there built up
the ramparts which have enabled
Israel to make powerful friends
in Africa and Asia through a rich
storehouse of technical assistance
to the newly-independent states
of the Black continent — a pro
cedure which gave the Jewish
State a well-earned partnership
in scientific relations with the
technologically advanced nations
of the world.
Now, following a rich period
during which Golda Meir built
up the Foreign Ministry, Eban
once more enters the political
arena. It was a good choice, be
cause Israel now enters a third
phase in the solution of the prob
lems of her national existence. It
may be the period of showdown
in a hostile region or a period
of settlement, of making peace, a
stage when new Ideas will have to
emerge to replace the old ones
which have not produced the
golden key to an era of peace.
And here, again, it must be
noted, Eban’s eloquence consti
tutes not only the gift of words,
but the vehicle of rich, original,
striking ideas on the highest cre
ative plane.
We are living in a time when
the whole world needs new ideas,
in a period when the world seems
to stand still on so many sectors,
and statesmen have come to
deadends In a desperate need for
new approaches to the common
problems of mankind.
Foreign Minister Eban is ex
pected to stage his return with a
two-week junket during Febru
ary and he plans to visit a num
ber of capitols, probably London,
Paris, Washington and New
