The resolution was read to the
rally by Rabbi B. Rottenberg,
chairman, who said the sponsor
ing organization was composed of
more than 180 Orthodox rabbis
in the United States and Canada.
The resolution proposed that au
topsies be allowed in Israel only
if specifically permitted by rab
binical courts and only if consent
was given by members of the
family of the deceased person.
Before the meeting, rally par
ticipants picketed the Israeli
Consulate here.
The Israeli Consulate here is
sued a statement that a number
of amendments to Israel’s Anat
omy and Pathology law were
now under consideration by
Israel’s Parliament. One of the
amendments would ban an au
topsy “if the deceased had left
instructions in writing or in an
other manner to the effect that
no autopsy was to be performed
or if the deceased’s relatives
registered opposition to an au
topsy.”
A requirement for the written
approval of three doctors before
any autopsy may now be per
formed would, under the pro
posed amendments, remain in
force, even if no instructions
were left by the deceased and
no objections were raised by
relatives. The consulate noted
that Israeli law does not allow
doctors to sign any kind of un
dertaking concerning autopsies
when the patient is admitted to
a hospital.
Defense Spending
Big In Israel
LONDON (JTA) — A survey
by the Institute of Strategic
Studies indicated this week that
Israel was spending nearly 12
percent of its gross national in
come on defense find that such
spending accounted for 30 per
cent of the Government’s total
expenditures.
The Institute said Egypt was
spending nine percent of gross
national product, or 18 percent of
all Government outlays, on de
fense. Egypt was the only other
Middle East country included in
the survey.
The survey, entitled “Military
Balance, 1966,” asserted that
Israel’s defense outlays rose from
$271,000,000 in 1964-65 to $382,-
000,000 last year and to $447,-
000,000 during the current year
The survey put Israel’s regular
military forces at 71,000 person
nel which could be expanded in
a few days by mobilization to
275,000.
Plan for Arab Jobs
JERUSALEM (JTA)— A plan
to alleviate the problem of Arab
unemployment in Israel, involv
ing the expenditures of 5,000,000
pounds ($1,700,000) has been pre
pared by the Ministries of Labor
and Agriculture. Arab jobless
ness in Israel is officially esti
mated at 6,000 workers.

Morocco Names
New Grand Rabbi
CASABLANCA (JTA) — The
Council of Moroccan Jewish
Communities, after considerable
delay, presented to the Moroccan
Interior Ministry the name of
Rabbi Mikhail Encaoua for the
vacant post of Grand Rabbi of
Morocco. The new Grand Rabbi
is 61 and a son of the late revered
Grand Rabbi Raphael Encaoua of
Sale, a city near Rabat
After the departure of Grand
Rabbi Saul Danan as spiritual
head of the Moroccan Jewish
community, the Interior Ministry
asked the Council to designate a
successor. Rabbi Encaoua had
been an assistant to Grand Rabbi
Danan and acted as vice-presi
dent of the Moroccan Supreme
Rabbinical Tribunal when that
court was in existence. Approval
of the nomination by the Interior
Ministry is a routine procedure.
