the Arab guerrillas comprising
the ‘‘Palestine Liberation Organ-
izaton (PLO) and who views
himself as the self-appointed suc
cessor to the Nazi-inspired form
er Mufti of Jerusalem — as “a
much more menacing and ex
plosive personage on the Middle
East scene” than the Mufti Haj
Amin el-Husseini.
Prepared by Dr. Joseph J.
Schechtman head of the Agen
cy’s Research Department the
memorandum cites facts and fig
ures showing that Shukairy, sup
ported by the radical Arab states
and Communist China, has em
barked upon a methodical pro
gram whose strategy is the an
nihilation of Israel.
The modem Antiochus is
quoted in the memorandum as
being dedicated to the policy that
the Palestine Arabs themselves,
and not the Arab States, must
bear the burden of “reconquer
ing their stolen homeland” and
to obtain this end “a Palestine
army must be created, trained
and armed to be the vanguard
of the Arab forces that will
march to regain Palestine.”
Born in Acre in 1908, Shu
kairy has been active in the Arab
leadership against the Jews of
Palestine since 1936 when he be
came the head of the Arab Na
tional Committee in Acre. In a
speech in 1962, addressing a
mass meeting in Nablus, the
rabid anti-Semite expressed the
philosophy of his movement as
follows: •
“We have given up any hope
for a peaceful solution of the Pal
estine issue by the United Na
tions. The new deal policy I am
working out is one depending
upon ourselves only. We shall
draw up a well-conceived plan
to liberate the plundered father-
land in stages by recruiting the
Arabs’ entire financial and eco
nomic resources to this end.”
Today, Shukairy is the spokes
man for the so-called “Palestine
Entity” (Al Kiyan Al-Falastin).
He defines this as the territory
of Israel, the 2,125 square miles
of Western Palestine annexed by
Jordan, and the 130 square miles
of the Gaza Strip occupied by
Egypt.
The Palestine-born enemy of
Israel has been authorized by the
Arab League to represent “Pal
estine and its People’’ as the
head of a “Palestine Arab Del
egation” to plead the “Palestine
cause” at the UN. He addressed
a 1963 session of the UN Assem
bly, and his speech, after protests
by the Israeli delegation, was
published not as a declaration
by the “Chairman of the Pales
tine Arab Delegation represent
ing the Arab People of Palestine,”
as was demanded by the Arab
delegations, but as a “Statement
by Ahmed Shukairy, Spokesman
of the Group Mentioned in Doc
ument A/SPC/899.”
The Agency memorandum fur
ther points out that Shukairy has
been seeking Communist support
for the past few years and has
attained a working agreement
with the Chinese Communists
that was formalized on March 25,
1965. This “agreement of friend
ship and cooperation was signed
in Peking between Shukairy and
Chou En-Lai Red China’s Pre
mier, who on this occasion
branded the enemies of the Arab
cause as “the unholy trinity of
U. S. imperialism, West German
militerism and Zionism.”
The culmination of Shukairy’s
meddling in world affairs was
his announcement on June 9,
1966, that his “Palestine Libera
tion Army” would send some of
its men to Vietnam to “fight
alongside the Vietcong against
American imperialism.”
Pointing to the “total political
indentification of the PLO with
the Vietcong,” Dr. Schechtman
concludes his memorandum with
the statement that “Shukairy’s
Palestine Liberation Army is an
open threat to the peace of the
Middle East. Neither Shukairy
nor his supporters conceal their
aggressive designs.”
Entitled “The Palestine Lib
eration Organization,” the 14-page
memorandum is available at no
charge by request to the Informa
tion Department, Jewish Agency-
American Section, 515 Park Ave
nue, New York, N. Y. 10022.
