Does Israel Face a Guerrilla War
UNITED NATIONS (WUP) —
Although the Israeli-Syrian crisis
exploded once more in the Secur
ity Council recently with tre
mendous force, the essential issue
came as no surprise.
It is now two years since the
Arab world began to seethe with
the controversial news of reviv
ing the confrontation with Israel
through a guerrilla-type warfare
under the banner of a so-called
“National Liberation” movement
raised by the notorious Ahmed
Shukairy. The project was es
sentially given the blessings of
the Arab League a long time ago,

although the individual Arab
states found themselves divided
as to what measure to take on
the actual line of attack.
In any event, the whole idea
was certainly no secret. In fact,
the Arabs—far from desiring to
make this a clandestine affair—
openly linked it to the national
liberation movements which are
now in the process of formation
in a legitimate fight against co
lonial last-ditchers as in Rho
desia and the Portuguese colonies.
Arab speakers in the general de
bate thus far have openly term
ed the “liberation” movement
against Israel as one more colon
ial area to be emancipated from
colonialist usurpers.
Thus the ideology,” the im
plementing blueprint, for a guer
rilla war stands out as an “open
book” and the Security Council
actually dealt with the matter as
recently as September on Syria’s
complaint against Israel’s retal
iation. Essentially, the Septem
ber Council session found a ma
jority of the 15-member body in
disapproval of the Syrian attack
across the Israeli frontier.
Recently a series of new in
cidents led the Israeli Govern
ment to react sharply. It did so
with Foreign Minister Abba Eban
calling the Security Council into
an urgent session so as to enable
the Israeli delegation here to
come to stronger grips with what
is becoming a serious developing
situation for Israel.
The convening of the meeting
was confused and muddled by
several irrelevant developments.
Council President for October,
Lord Caradon of Great Britain,
summoned the meeting by inter
rupting a Congolese complaint
against Portugal, oddly for the
same reason—infiltration of Con
golese territory by Portuguese-
supported mercenaries. The pro-

Prof. Amos de Shalit, 40, a nu
clear physicist, was named direc
tor general of the institute. He
will be aided by a committee of
institute scientists. The changes
were announced at the institute’s
annual general meeting by Dr.
Dewey D. Stone, chairman of the
board of directors.

fully exploited by the Jordanian
delegate in the Council and
which, as a result, aroused all
the delegations to a high pitch
of indignation, especially the So
viets who used the ‘Betar op
eration” as vicious propaganda
against both Israel and the U. S.
However, when the Council
finally convened in a night ses
sion lasting through midnight—
following a morning meeting of
wrangling and filibustering by
the Soviets and the Arabs in at
tempts to belittle the Israeli com
plaints-—Abba Eban in a most elo
quent speech, laid down a chal
lenge to the world’s security body
in which he called for the de
fense of Israel against the con
tinuous Syrian onslaughts.
By some strange coincidence,
the same development which de
layed the meeting on the Israeli
complaint — the charges against
Portugal—will undoubtedly aid
Israel’s cause. Barely -two hours
before the night session on Is
rael’s complaint, the Council
unanimously voted against Por
tugal’s intervention in the affairs
of the Congo. Whether it will up
hold the same principle in the
case of Israel remains to be seen.
What the Council appears to
be prepared to do — at Eban’s
own suggestion—is to secure a
spot-check on the frontier situa
tion. Israel centers all her ac-
Histradrut Begins
Drive for New Jobs
JERUSALEM (JTA)— Israel’s
mounting unemployment led the
Histradrut, Israels’ labor federa
tion, to meet with Premier Levi
Eshkol to consider actions to pro
vide new jobs. The Ministers of
Finance, Trade and Industry,
Labor and Housing also attend
ed the meeting. The Israel Trea
sury also announced plans for a
meeting with the Histadrut to
discuss the impact of price rises
for milk, eggs and fats on em
ployes whose salaries have been
frozen in Israel’s current auster
ity program.
While the Histadrut is support
ing the Government’s austerity
program, unrest is being felt in
the labor federation itself be
cause of rising prices and, par
ticularly, due to growing unem
ployment. Berl Repertur, chair
man of the Histadrut’s employ
ment committee, reported that
his figures showed 35,000 Israelis
are jobless.

awarded the coveted Elias Sour-
asky Prizes of $4,000 each re
cently to Marcos Moshinsky, a
prominent Mexican-Jewish phy
sicist; Amalia Hernandez, direc
tor of the Mexican National Folk
lore Ballet; and Dr. Miguel Leon
Portilla, a prominent historian.
The prizes were contributed by
Mr. Sourasky, a leading Jewish
financier and philanthropist.
