The 1967 campaign for enact
ment of additional federal civil
rights legislation will reveal a
great deal more about America
itself than it will about inequal
ity.
For America, in trying to save
South Vietnamese from the slav
ery inherent in a Communist
take-over, now has to answer to
the world on its inability to save
20,000,000 American Negroes from
the backwash of 300 years of
slavery in this domain of the
free.
Nothing illustrates the dilemma
better than the heroic efforts the
state of Illinois is now making
to try. to end housing discrim
ination in the area around
Weston in that state. Mil
lions and millions of dollars
are soon scheduled to feed
the economy of that area if and
when the world’s largest atom
smasher is installed there. But
the federal government can’t give
Weston (population, 300) and
DuPage County (population 380,-
000) the bonanza accompanying
the atom smasher unless Uncle
Sam can get assurance that

and at the project will not be
d scriminated against when they

go house-hunting.
This throws a lot of Illinois
leaders into a tizzy. It inspires
Governor Otto Kerner to plead
with leaders of some 70 subur
ban communities west of Chicago
to try to end housing discrimin
ation pronto. It, gives the new Il
linois senator, Charles Percy, a
wide open - chance to prove
whether he can haul his conserv
ative followers into the late 20th
untury by persuading them to
help end housing disciimination.
And i* confronts aging Sen i; or
Everett McKinley Dirksen with
the ordeal of deciding either to
resume his role as lead -knight of
a filibuster against open housing
legislation or dropping that non
sense so that his recent Lincoln
Day oration will square w.th his
behavior on the Senate floor.
It is a grim commentary on the
gap between America’s promise
and America’s lack of fulfillment
when, we have to have the pros
pect of stuffing people’s pockets
full of government money that
comes with producing and oper
ating an atom smasher in order
to make men and women deal
honorably with dark-skinned
Americans. Governor Kerner’s
well-intentioned efforts to speed
up love of neighbor are remini
scent of the action of a recent
Governor of Rhode Island who,
when that tiny state ran up
against evidences of acute bigotry,
declared an “Emergency Brother
hood Week.’’
How long shall we permit our
selves to look so foolish?
When will we learn to quit
babying ourselves with the aspir
ing of gradualism as the cure for
discriminatory practices? How
many times must real estate
dealers and prejudiced home
owners alike be reminded that
when the creators of the pre
amble to the Constitution wrote
of promoting the general welfare
and securing the blessings of lib
erty, they intended that statement
of purpose to apply to all. and
not a favored few?
President Johnson, in his new
Civil Rights message, has recom
mended the adoption of a nation
al policy against discrimination in
housing on account of race, color,
religion, or national origin. He
has pointed out that “the result
of countless individual acts of
discrimination is the spawning of
urban ghettos, where housing is
inferior, overcrowded and too
often overpriced.” He has written
into his message the reminder
that almost twice as many non
whites as whites occupy deterior-

in these falsifications if enough
concerned Americans resolve to
stand behind the President in this
1967 effort to obtain passage of
federal civil rights legislation. Mr.
Johnson’s eloquent assertion that
‘the bullets at the battlefield do
not discriminate, but the land
lords at home do” should be all
that patriots need to impel them
to develop the congressional
voting strength to enact the civil
rights proposals. For far too long,
we have all compromised with
justice.
