UNITED NATIONS (WUP) —
Judging by remarks made hete
by wme Arab delegatee, and par
ticularly by a certain disgruntled
Arab correspondent, the Middle
East should soon erupt again in
an Algerian-type guerrilla war
aimed at a continuous harass
ment of Israel from within and
from without.
Having lost both thj military
battle in the field and the verbal
fight on the diplomatic front here
at the UN—notwithstanding So
viet support — thf Arab States,
while not yet ready for a direct
confrontation with Israel, have
now apparently decided to “pre
lude” an all-out war with a
guerrilla onslaught. Their scheme
will involve, first of all, the
secret arming of Arab dissidents
in the occupied territories of the
West Bank and the Gaza Strip.
As an initial step in this oam- £
padgn, Cairo, Damascus and Am
man have warned Arab leaders
throughout the occupied areas rot
to cooperate with the Israeli au
thorities. Penalty for cooperation
would be death. Thus, in the past
few weeks we have witnessed a
complete change in the attitude
of tiie Arab leaders who during
the first few weeks in June of
fered tiiedr full cooperation witn
Israel. Some even expressed joy
and satisaotion at the r.ew devel
opment. Of course, there are a
few exceptions, among them the
Mayor of Hebron.
That strong, threatening pres
sures had been put on the previ
ously cooperative Arab leaders
became evident here at the UN
when the Jordanian Ambassador,
Muhammad H. El-Farra, sub
mitted a memorandum to Secre
tary-General U Thant on behalf
of “a group of national and Is
lamic leaders in Arab Jerusa
lem,’* the text of which bad bee.i
"sent to the Israel occupying
authorities.”
The memorandum, signed by
the “Governor of Jerusalem,”
Anwar al-Khatib, the “Mayor of
Jerusalem,” Rouhi al-Khatib, the
“Mufti of Jerusalem,” Sa’ad Ad-
Din al-Alami, and seventeen
others, most of the lawyers, in
troduced a long list of com
plaints against Israel with this
statement: “We declare that the
decisions taken by the Israel leg
islative and executive authorities
tb annex Arab Jerusalem and its
environs to Israel are null and
void.”
One of the great trouble
makers behind the threatening
oampaign to intimidate the Arabs
within the New Israel is the no
torious Ahmed Shukairy who
was in Jerusalem during the
opening days of the war—in an
ticipation of entering the Jewish
State as a conquering hero—and
who escaped only thanks to the
fact that he had disguised him-

This modern “Antiochus” ap
peared as the leading figure at
the Khartoum Comerence of
Arab Foreign Ministers recently
and it was this bitter enemy of
Israel, as the head of the so-
called “Palestine Liberation Or
ganization,” who sounded the
Conference keynote plea for a
renewed “popular resistance in
occupied Palestine.” Somehow,
Shukairy, like a modern Raspu
tin, bolds a strange, mystical in
fluence oyer Nasser and the other
Arab leaders.
That the mighty Israeli De
fense Forces, under its biblical
ly-inspired leaders, will be able
to cope with any threats from
within or from without at the
present time there can oe no
doubt We emphasized “at the
present time” not because there
is fear that the Forces will be
weaker in the future They will
undoubtedly be stronger. We
used the term in connection with
tha newly-acquired terrain which,
if relinquished, will place Israel
ir. the same perilous situation she
was in prior to June 5 The world
must realize that most of the so-
called occupied territory was
originally adjudicated by the
League of Nations as being
within the confines of the Na
tional Jewish Home.
It is not surprising, therefore,
that some 150.000 Israelis recent
ly signed a, petition demanding
that Israel retain the newly-ac
quired territory. Presented to
Premier Levi Eshkol, it stated,
among other things, that “under
no circumstances should Israel
withdraw from the Jordanian
West Bank and the Syrian hills
overlooking Galilee.” It added:
“Israel should do her utmost to
maintain sovereignty over the
Sinai Peninsula in order to in
sure free passage through the
Strait of Tiran.”
The Mideast issue is still very
much alive here at the UN, and
the question of Jerusalem will
soon undoubtedly come up be
fore the Security Council, the
sessions of which are bound to
drag on up until the opening of
the regular meeting of the As
sembly next month when the
world will witness a repeat per
formance of the Soviet-invoked
special emergency session which
had ended so disastrously lor
both the Russians ana the Arabs.
