A Defeat for USSR, Arabs

UNITED NATIONS (WUP) —
Unanimous adoption of the United
Kingdom resolution on Novem
ber 22 was interpreted here by
many delegates and newsmen as
a defeat for the Soviet Union,
India and even the Dart;in states
whose own one-sided resolutions
previously tabled before the Se
curity Council were either whol
ly or partly acceptable to the
Arabs.
The greatest defeat, of oourse,
was sustained by the USSR
whose original draft submitted in
July bad demanded immediate
withdrawal, condemnation of Is
rael and reparations for the
heavy losses suffered by the
Arabs, thus placing the entire
responsibility for the war not on
the instigators of the conflict but
on tile Jewish State.
That the Soviets, after having
tabled a second more moderate
resolution on the 20th—a resolu
tion which Abba Eban viewed as
“a total shift from its July draft”
—joined in the unanimous vote
for the U.K. resolution came as
a complete surprise to everyone
here. The general feeling was
that Kuznetsov would, at the best,
either abstain or, at the worst,
cast a veto.
One explanation given for the
affirmative Soviet vote was that
the USSR did not want to face
another humiliating defeat which
it would have sustained in the
Council had it presented its res
olution in the face of the more ac
ceptable U.K. resolution. By
voting for 'the U.K. draft, Kuz
netsov was given the opportunity
to save face and withdraw his
resolution which act, he realized,
constituted a sort of capitula
tion.
And now, what about the U.K.
resolution? What does it mean
for Israel?
According to Abba Eban, “the
adopted text does not represent
an unfriendly act.”

First of all, it is important to
note that on the question of
“withdrawal of Israeli armed
forces,” the text does not request
such action from all “territories
occupied in the conflict.” Second,
and this is most important, it
links “withdrawal” directly with
the “termination of all claims or
states of belligerency and respect
for and acknowledgement of the
sovereignty, territorial integrity
and political independence of
every state in the area and the
right ito live in peace within”—
and here note carefully—‘‘secure
and recognized boundaries”—not
armistice lines or more frontiers
—“free from threats or acts of
force.”
Significantly, these inter-re
lated points are introduced by
the affirmation “that the fulfill
ment of the Charter principles re
quires the establishment of a just
and lasting peace in the Middle
East which should include the ap
plication of both the following
principles” referred to above.
The U.K. resolution further af
firms the necessity:
“1. For guaranteeing freedom
of navigation through interna
tional waterways in the areas”—
meaning the Suez and the Straits
of Tiran.
“2. For achieving a just settle-
rpent of the refugee problem, and,
“3. For guaranteeing the terri
torial inviolability and political
independence of every state in
the area, through measures includ
ing the establishment”—and here,
too, note well—“of demilitarized
zones”—undoubtedly in the Sinai
and the Golan Heights.
The resolution concludes with
a request that the Secretary-Gen
eral designate a Special Repres
entative—which he did immed-

Are Blamed
For ‘Hippies’
SAN FRANCISCO (JTA) —
Today’s middle-aged Jews in
America, who lead the commun
ity’s religious life, have “failed”
the younger Jewish people, thus
impelling them to become “hip
pies” who, in effect, tell their
parents “that our kind of mod
ernity is old-fashioned and un
satisfactory,” a saholar said here
at the executive meeting of the
American Jewish Committee's
Western region.
Basing some of his facts on a
survey made recently here by the
United Jewish Community Cen
ters, showing that 20 to 25 per
cent of the “hippies” in San
Francisco’s Haight-Asbury sec
tion are Jewish, Milton Himmel-
farb, director of the AJC’s Jewish
Information Service, and author,
held that “the hippies, our ro
mantic young, show an unfam
iliar thirst for spirituality and
religion.” But those among them
who are Jews, he maintained,
“feel that their elders, who lead
the synagogues, have let them
down.”
“Two generations ago,” said
Mr. Himmelfarb, “young people
in effect were telling their elders
to beoome modem. But now the
young are telling us that we went
too far. They are telling us to
backtrack and recover some of
those things that we thought were
useless ballast but that we see
now were no less essential than
those things we retained.”

maintain contacts with the States
conoerned and then to report
back “as soon as possible.”
The general feeding here at the
UN is that Israel will never re
linquish Jerusalem, nor allow the
Golan Heights and ail of Sinai
to revert to the Arabs. As far as
the West Bank is conoerned, the
consensus is that new boundaries
will have to be established and
thus eliminate the two perilous
bulges which jut into the Jewish
State like a double-edged sword.
The Arabs themselves now
understand that there will have
to he a new map in the region.
This is what Abba Eban meant
when in his concluding few re
marks following the adoption of
the resolution he told ithe Secur
ity Council.
“The policy of the Israeli Gov
ernment and nation remains as it
was when I formulated it in the
Council on 13 and 16 of Novem
ber, namely, that we shall res
pect and fully maintain the sit
uation embodied in the cease-fire
agreements until it is succeeded
by peace treaties between Israel
and the Arab States ending the
state of war, establishing agreed,
recognized and secure territorial
boundaries, guaranteeing free
navigation for all shipping, in
cluding that of Israel, in all the
waterways leading to and from
the Red Sea.”
Tal e Gloomy View
Of New Arab Nation
TEL AVIV (JTA) — Israel’s
press took a gloomy view of the
newly gained independence of
South Arabia which “adds anoth
er voioe to the anti-Israel chor
us,” but predicted that the new
Arab nation, which commands
the entrance to the Red Sea,
would not be able to carry out
its threat to blockade Israel ship
ping.
Editorials in five of Israel’s
eleven Hebrew dailies agreed
that South Arabia may try to
close the Straits of Bab el Man-
dab to Israeli vessels, but could
not for reasons of geography.

and Israeli currency devaluations
will give the British automotive
and machinery industries a big
advantage over their American
and continental competitors in the
Israeli market, according to the
Londor^ Financial Times.
Prices of the British oars and
machinery exported to Israel will
remain mere or less on the same
level as before devaluation, 3ince
the exchange rate between ster
ling and the Israel pound re
mained unchanged. Imports from
America and other countries
which did not devalue will, how
ever, be about 15 percent higher
in cost.
