Influx of Arabs at UN
Concerns Many Observers
By David Benarone
UNITED NATIONS (WUP) —
Arab host governments may re
fuse to resettle their Palestinian
refugee brethren in their own
countries — for obvious reasons.
But here at the UN the story is
quite different. They have man
aged to maneuver quite a large
number otf them to “sefttle” into
various Secretariat posts—tor the
same obvious—political—reasons.
The fact is that wherever one
goes in this tall glass-and-marhle
38-atory edifice he is bound to
run into an Arab—here as a mes
senger boy and there as a high
official. The minor positions are
held by former Palestinians who
have 'been provided with the
proper credentials for UN recog
nition by Syria, Iraq, Jordan,
Lebanon, Saudi Arabia, .etc. The
higher posts are occupied by the
nationals of the referred-to coun
tries including the Sudan, Mo
rocco, Algeria, Kuwait and the
UAR.
And just imagine — all these
sans of Araby, in assuming their
UN posts, had to take an oath -to
remain strictly neutral, not to
take any instructions from their
home governments. Actually, a
sort of “Arab Fifth Column” pre
vails within this world organi
zation.
On this question of UN per
sonnel, the UAR outshines all the
other Arab states. She holds 27
major posts—far exceeding the
quota allotted to' her according
to the established rule tor Mem
ber States on the basis of their
size and contributions. Syria,
Whose quota is, five at the most,
maintains eleven Secretariat staff
members; Jordan, Iraq and little
Kuwait have eight each; Moroc
co, seven; Algeria, 5; Tunisia, 6,
and the Sudan six.
In contrast, Israelis hold only
four major posts.

tries, proportionately speaking,
have infiltrated ,tbe United Na
tions with to many officials and
staff workers as have the Arabs.
It is now understandable why
Israel finds herself in such iso
lation and greet difficulty during
the ejections tor delegate rep
resentation in the various UN
bodies and Committees. Seldom
is an Israeli elected. On the other
band, several Arab Ambassadors
always manage to get themselves
elected. ,
This sad fact was brought into
the open earlier this year with
the publication of a special UN
document listing the membership
of States in the numerous com
mittees set up toy the General As
sembly. Israel was conspicuously
absent from at least sixty special
committees in which the Arabs
boasted full representation.
Soviet Aims
Analyzed
By 'Monitor'
BOSTON (JTA)— The Soviet
anti-Israeli propaganda line has
escalated to the point of chal
lenging the concept of there being
such a thing as a genuine “Jewish
nation,” the Christian Science
Monitor said in a full-page article
devoted to the Moscow propagan
da campaign,
The paper said that the new So
viet line “borders on challenging
Israel’s existence” but added that
“the Soviet Union still appears
not to deny Israel’s right to exist,
while, at the same time pouring
arms into Arab countries whose
dominating motivation is to an
nihilate and destroy Israel com
pletely. •
The report, by Bertram B.
Johansson, filed from Jerusalem,
charged that “in an .*unusually
subtle and, at the same time ob
vious manner, Soviet propagan
da is trying to equate Israeli ac
tions with Nazi and Hitlerite
characteristics.” It summarized
the chief Soviet anti-Israel cur-
rnet propaganda themes as the
following:
Israel is an agent of American
and British imperalism; the Is
raelis were the aggressors in the
June war; Israel has acted much
in the way Nazis acted, committ
ing Nazi-type atrocities cm mil
itary and civilian populations;
there is a resistance movement
among the general Arab popula
tion quite apart from the Syrian-
coached terrorist groups, and Is
rael unconditionally should give
up the occupied Arab areas and
leave all territories it overran.
Foretell Increase
In Citrus Corp
LONDON (JTA)—Israel’s cur
rent citrus crop will reach 38
million crates, a 10 percent in
crease over last year’s crop, des
pite a late harvest owing to cli
matic conditions which has seri
ously delayed the shipment of
citrus to the British and Wes
tern European markets. Moshe
Levin, European director of the
Israel Citrus Marketing Board,
said. He reported that the har
vest delayed affected all citrus-
producing countries in the Medi
terranean region and might de
press prices when the full crop
finally reaches itihe market be
tween January and March.
