these days. Russian, American,
Egyptian, Israeli and U.N. offic
ials are travel

also talking. Of

are terse and

the next.
Yet it is clear
from the fer
ment that some
thing is going on,

with unease. His great suspicion
is that the two world powers
are engaged in a major deal in
volving many of the basic dif
ferences between them. The first
step was the signed agreement
to ban the spread of nuclear
weapons. The mutual goodwill
fostered by that understanding
must lead to a search for solution
of other problems: Vietnam,
Berlin, the Middle East and the
nuclear missile race.
There is no doubt that mil
lions of Americans, and many
millions elsewhere in the world
as well, would welcome a U. S.-
Russia rapprochement which
would eliminate friction be
tween the two countries and
reduce the threat of world deb
acle.
But if agreement is to be
reached on the basis of mutual
compromise, who gets sacri
ficed?
The pessimists here suspect
this kind of a deal: Russia will
guarantee that it will make
Hanoi come to terms with the
United States, in return for ces
sation of American aid to Israel,
and pressure on Israel to with
draw forthwith from the occu
pied territories. American en
trapment in Vietnam is so pain
ful and so costly that Washing
ton would be prepared to pay
almost any price to be able to
disentangle with dignity.
The optimists here look at it
differently. They see a possibil
ity that Russia will agree to
halt its aid to the Arabs and
will pressure Nasser to come to
terms with Israel, in return for
American withdrawal from
Vietnam.
Whatever agreement may be
reached, it will not be presented
as baldly as stated above. The
deal will be dressed up with
face-saving formulas and diplo
matic statements.
There will be a great deal of
fancy footwork during the per
iod of negotiations. Signs of it
can be seen already. America
has announced that it is giving
Israel new batteries of Hawk
missiles. Presumably this is to
reassure Israel that if she is
“reasonable” she will continue
to enjoy American support.
President Johnson has restated
his 5-point stand on peace in the
Middle East. On the other hand,
Phantom planes are not being
sold to Israel.
On the opposite side, the Rus
sians gave Nasser a warm wel
come in Cairo, but apparently
disappointed him in his request
for money, more arms and a free
hand.
In the meantime, while the
diplomats continue to travel and
to talk, the Israeli public is in
a determined mood: come what
may, they say, against friend or
foe, we shall not lend ourselves
to glib compromises and with
drawals which bear within them
the seed of further attack. Peo
ple here have not forgotten 1957
when Israel yielded to pressure
and withdrew from Sinai and
Gaza without adequate safe
guards for the country’s secur
ity.
No one has yet faced up to an
immediate danger — Russia’s
eager desire to have the Suez
Canal opened. If Cairo and Jer
usalem show no signs of coming
to agreement Moscow may seize
the initiative. What would the
Israelis do if Russian dredge*
and naval engineering equip
ment were to move into the
Canal and begin clearing it?
Would the Israelis along the
Canal fire at the Russian flag? ~

Technion Studies
Expansion Plans
HAIFA (JTA)—In a move to
implement a decision by the
board of governors of the Tech
nion, Israel’s Institute of Techno
logy, to expand the undergraduate
enrollment at the institution, the
Technion Council has appointed
a special committee to study the
expansion of technical education
in Israel.
The Israel Government had re
quested a 40 percent increase in
student enrollment in the engi
neering faculties of the Technion
to provide for an anticipated
growth in demand for technical
engineering personnel.
