Israel's leading humorist, Eph raim Kishon, last week captured the spirit" of the times by pre senting an imaginary dialogue between two worried Arabs who are considering the results of the American elections. Plaintively they ask each other: Is it good or bad for the Arabs? There was immediate but guarded reaction to Nixon’s elec tion from the Arab world. Charles Malik, an eminent Leb anese statesman, former foreign minister of that country and at one time head of the UN Gen eral Assembly, was quoted as praising Mr. Nixon as a “man of great moral values.” He voiced the hope that Nixon would “fulfill peace based on justice” in the Middle East. Similar hopes Arabs have. They nave /nothing against him.” I In Israel, too, the commenta tors and observers are studying all the evidence and playing the same game: Is it goody or bad .... ? During the height of the cam paign Nixon gave voice to what has become his most widely quoted statement on the Middle East: “Israel must possess suf ficient military power to deter an attack. As long as the threat of Arab attack remains direct and imminent, sufficient power means the balance must be tipped in Is rael’s favor ....
