Rafael is probably the greatest
single concentration in Israel of
engineers, technologists and ap
plied scientists. They are devot
ing their skills and their inven
tive genius to the development
of Israel’s defense weapons. It is
significant that the great major
ity of this personnel are native
Israeli sabras, or at least educa
ted in Israel.
In providing the necessary
equipment, it is no longer raw
materials which play the major
role. More important is what
human skills and genius can do
with the materials available.
Rafael operates on two fronts.
One is in general exploratory
research, the immediate applica
tions of which may not be read
ily obvious. The second is in
the development of actual items
of war. To be sure this kind of

program is costly, but cost is not
the only consideration. Fre
quently Israel has been driven
to look to its own resources as a
result of inability to procure
material abroad, usually for po
litical reasons. Even the possi
bility of extension of political
embargoes is enough to prod
Rafael into action.
But it is also not enough
merely to reproduce foreign
items. Israel has shown that it
is also able to create original
devices and instruments.
Not long ago the edge of the
curtain was lifted just enough to
reveal two examples of this kind
of progress. One is in the de
velopment of highly specialized
air equipment which, combined
with our highly skilled man
power, guarantees Israel domi
nance in the air. Foreign ob
servers are still trying to puzzle
out some of the innovations used
by this country in the Six-Day
War, and not yet fully revealed.
Still other examples of the
fruits of Rafael’s work were re
vealed in general terms. A com
plicated device, vital to defense,
which sells for $80,000 in the
U. S. is now being produced in
Israel at a cost of only $10,000
per unit. Another instrument
which used to be imported at a
cost of $5,000 each, is now loca-
ally made for only $1,000.
It should be added that many
of the inventions, discoveries and
improvements developed for the
purpose of ensuring Israel’s mil
itary strength, also have direct
implications for the country’s
dynamic and growing sophisti
cated industries. Their contribu
tion to the export program and
the basic economy can not yet
be calculated.
Israel’s defence forces are dis
tinguished for their individual
character: the combination of a
youthful, rotating leadership,

Finds Asylum
In Britain
LONDON (JTA) — The Brit
ish Home Office’announced this
week that Britain had granted
asylum to “Anatoly Kznetzov,
the Soviet author who was bit
terly assailed by Soviet sources
for a book which stressed that
most victims of the Nazi mass
acre at Babi Yar were Jews. The
liberal Soviet writer was repor
ted missing from his hotel in
London after arriving on the
same plane carrying lecturer
Gerald Brooks, who was ex
changed by the Soviets for Rus
sian spies.
The Home Office said that
Home Secretary James Callaghan
had personally granted the
Soviet, writer’s request to remain
in Britain but he said permission
was not given on political
grounds. A British publisher
said earlier he believed Mr.
Kuznetsov had defected to the
West.
Vandals Smash
Windows In
Queens Shule
NEW YORK (JTA)—A Yeung
Israel synagogue in Queens was
the target of a rock-throwing at
tack which smashed 19 plate glass
windows in what an official said
was the sixth attack on the
building in the past few months.
Police promised an around the
clock guard. A spokesman for
Young Israel of the Rockaways
Temple said such protection was
promised after the incident was
discovered.
Norman Schwartz, house com
mittee chairman, said no one
was in the synagogue when he
arrived and found rocks and
glass “all over the place.” He
said that he and Rabbi H. P.
Solnica found swastikas painted
on walls of the synagogue. A day
later, he said, a group of white
youths shouted at Riabbi Solnica,
as he was walking to the syn
agogue, “We’re going to finish
off what Hitler, didn’t do.” The
rabbi said he was unable to iden
tify any of the youths. Windows
have been broken and the sanc
tuary entered, land money was
stolen in previous vandalism in
cidents, he said. Mr. Schwartz
said that “we never bother any
body around here but some group
is out to get us.”
