School Drop-Outs Become
Israeli Worry Too
BHKBTHIATBE
“GOODBYE,

which and highly motivated, the school
drop-out is a particularly serious
problem and Israeli authorities
are growing alarmed at the in
creasing drop-out rate.
According to official sources
at the Ministry of Education, the
dropout rate among children
whose families migrated from
Moslem countries—the so-called
“Sephardic” Jews — is signifi
cantly higher than it is among
the rest of the nation—over 30
percent.
The percentage of -Sephardic
Jews attending schools drops
dramatically as the level of edu
cation increases. They represent
55 percent of all pupils attend
ing elementary school and 40
percent of those in high school
(but only 25 percent of the grad
uates). V.
Among the reasons being ad
vanced for -this problem is the
fact that the drive for education
is much stronger among people
not raised in Moslem countries
and it is the environmental or
cultural gap which must be
closed if the Sephardic Jew is
to compete successfully. The gap
exists in Israel because so many
have not been fully absorbed
into the fabric of Israeli life and
UJA supported agencies in that
tiny nation are continuing their
attempts to help these immi-
gants overcome that disadvan
tage.
Although about one-half of the
entire population of Israel —
1,250,00(j—originally came from
Moslem countries, only 3,650 of
the 40,000 students studying at
Israeli universities, are Sephar
dic. Sociological and economic
factors explain this phendmenon

Members of Sephardic com
munities are usually at the low
end of the wage scale. They live
in distant and isolated develop
ment towns or in urban slum
areas. They have large families
and their cultural background
does not encourage higher edu
cation. Each of these factors
lead to poverty and lack of
education.
Moreover, when a Sephardic
student does get to the univer
sity, he often finds he cannot
compete with the other students
because of the cultural gap and
a large percentage of them there
fore, do not complete their
university studies.
By way of attempting to al
leviate the problem, compulsory
education in Israel now starts
with kindergarten. Boarding
schools and day schools, where
children of Sephardic families
may live and study with those
of other cultural backgrounds, is
another approach to properly
motivating these children. In ad
dition, the government grants to
students from Sephardic com
munities, are higher because of
the generally lower income
status of their parents.
“There is no magical solution
to the problem,” an Education
Ministry spokesman said. “In the
