Red’s Mideast Plan —
Soured Wine in Old Bottles
UNITED NATIONS (WUP)
— It has become quite evident
during this 25th UN anniversary
commemoration — on the basis
of the statements made by the
Russians — that the Kremlin
leaders have not given up the
old Communist ambition of glo
bal domination and that in their
quest of this goal they stand
ready to violate all laws of mor
ality and basic international
principles enunciated in the
Charter of this world organiza
tion — an organ which serves
them well propaganda-wise
and in the exploitation of both
big and small nations. Their
aim, it now appears clear, is to
accomplish a bloodless “con
quest” and and in this maneu
ver they are making some head
way as Hitler did up until Mun
ich when it was already too late
for the U.S. and others to rectify
the damage wrought upon the
world.
And note well how cleverly
the Soviets are maneuvering to
gain their global ends. Recogniz
ing that the United States in the
West and Israel in the Near East,
among all the nations on earth,
remain adamant in their posit
ions not to bow to any political
blackmail, the Kremlin bosses
have embarked upon a two-
prong campaign; one — to con
trol the Arab world so as to keep
the Jewish State at bay, an un
savory labor already accom
plished, and two — to win over
Washington’s allies, France and
West Germany, through
“Friendship” treaties (watch
other States soon joining the
Moscow bandwagon) with the
view to isolating, ‘paralyzing’
may be the better word, the
United States, an action which is
beginning to show itself already.
In this connection it is inter
esting to note that in the latest
Soviet “proposals for a political
settlement in the Mideast con
flict,” released here as the 25th
anniversary celebrations opened,
only the United States and Israel
are painted as the real aggres
sors against the “progressive re
gimes of the UAR and Syria . . .”
The proposals—cleverly sugar-
coated — contain nothing new.
They carry the same de
mands for “Israeli evacuation
from all Arab territories occu-
p i e d in 1967 — including, of
course, the Golan Heights, etc.—
and the simultaneous establish
ment of a fair and lasting peace
in the Middle East.” How very
generous.
Apprised of the ‘new’ Russian
proposals, Nixon’s Mideast ex
pert Joseph Sisco termed them
“soured wine in old bottles.”
Aping the Arab demands, the
Kremlin proposals call for com
plete withdrawal of Israeli
troops, in two phases, as the
price for a “lasting peace.” — As
for the “Secure and recognized
boundaries” so pointedly set
forth in the Security Council
resolution of 22 November 1967,
the ‘new’ Russian proposals dis
miss them with a generalization
that they apply to the Arab
States as well. Let’s see what
they say:
“As for guarantees for the
boundaries of the Middle East
States, the Soviet proposals en
sure them by having the two
sides adopt concrete commit
ments to recognize, in conform
ity with the UN resolution of
November 22, 1967, the imper
missibility of acquiring territory
through war, to respect the sov
ereignty, territorial integrity,
inviolability and political inde
pendence of one another, to do
all in their power to prevent
hostile acts against one another
from their respective terri
tories . . .” Much ado about
nothing! But note' further what
they say: “The Soviet proposals
also stipulate demilitarized zones
on either side of the Bound
ary . . What boundary? Not
that called for by the resolu
tion — “secure and recognized"
— but that of May, 1967, on
which the Arabs stood poised to
strike Israel as a “sitting duck.”
In a mocking language the
Russian document for a peace
settlement goes on to say that
'‘the Israeli leaders often specu
late on talk of what they call
‘safe boundaries.’ Actually, it is
uncurbed expansion for Israel
that is enunciated in the guise
of establishing ‘safe boundaries’.”
Then citing Israel’s Chief of
Staff as having stated that the
Jordan River would represent a
‘safe frontier’ for Israel, the doc
ument sounded this warning:
“Tel Aviv would pay closer heed
to the proposals guaranteeing
the boundaries of the states in
this area, including the bound
aries of Israel, which would ac
cord with the demarcation lines
that existed as of June 4, 1961.”
Then we have it. No wonder
the United States has stood ada
mant in opposing the Kremlin
‘peace plan’ which Moscow has
presented as being “balanced”
and important to the USSR
since, as the document stresses,
the Mideast “area is directly
contiguous to its (the Soviet)
borders.”
France and West Germany are
falling into the Soviet orbit; the
United Kingdom is weakening.
Take note Washington before it’s
too late!
