word which led to the with
drawal of Gahal from the na
tional, unity coalition cabinet.
For a long time the Arab
world believed that the Israelis
had hung in the Knesseth build
ing a huge map showing the ex
tent of Israeli’s territorial am
bitions—a map depicting antici
pated Israel rule over numerous
Arab states. For years, Arab
visitors, including POW’s, have
been brought to the Knesseth so
that they may see with their
own eyes no such map exists.
But there are maps in Israel,
maps of many kinds, reflecting
diverse points of view on the
eventual settlement to be des
ired.
Within Mapam, the leftist
partner of the present coalition,
there are strong elements which
believe Israel should give up the
greater part of what was occu
pied in June, 1967. The Maptpn
map does not look very much
different from the Israel which
preceded the Six-Day War. Such
a map would command very
little support from the Israel
public in its present mood, and
Mapam has wisely refrained
from pushing its ideas too hard.
On the other hand there is the
map of Gahal, or at least the
Herut wing within that activist
party. In most versions that map
includes everything now occu
pied, and places it under per
manent Israel sovereignty. Some
more extreme 'versions have
been drawn up by persons who
do not recognize the severance
of Transjordan from Palestine
in 1923, and their maps make
no provision for a country call
ed Jordan.
There are two versions which
enjoy some degree of standing
in official circles. They are the
plans advocated by Yigal Allon
and Moshe Dayan, respectively.
By far the clearest and most
specific proposal is that offered
by Allon. He calls for the es
tablishment of an autonomous
Arab State in the West Bank,
bound to Israel by economic and
defense treaties. This state
would be separated from the
Jordan River by a strip about
ten miles wide, which would be
under direct Israel rule, so that
the River remains Israel’s bor
der. Allon’s purpose is to avoid
incorporating into Israel any
large body of Arab population
which would constitute an un-
digestible and gradually grow
ing minority.
Dayan’s plans are similar in
spirit to those of Allon, but not
as specific. It was Dayan who
fathered the plan to give the
West Bank a soft military gov
ernment. He encouraged the
open bridges policy with Jor
dan. He too wants to ensure that
Israel retains a Jewish majority,
and he has no hesitation in de
claring that we have no emo
tional attachment to Amman or
Damascus. His map would give
Israel free access to Jericho, but
would also provide any inde
pendent Arab state with access
to the Mediterranean.
