As a result of a search carried out in my flat on September 28,
1970, there was withdrawn some material pertaining mainly to
the Jewish national culture, namely:
—24 tape-recordings, mainly of Jewish music
—a number of books In the Hebrew language
—2 Jewish song books
—the Bible in the Hebrew and the Russian language, etc.
The search was carried out shortly after I handed in an appli
cation for a permission to emigrate to Israel.
The reason for the search was the so-called “Leningrad Case,”
to which I bore no relation whatever, as was proved by the
results of the search.
Nevertheless, until now the materials withdrawn have not been
returned to me, a fact which .deprives me and my family in a
gross way of a possibility to live a traditional Jewish cultural
life.
My application for exit to Israel has been refused twice.
The materials withdrawn deprived me and my family com
pletely of the possibility to observe the traditional historical Jew
ish feasts “Hanukkah,” “Purim” and “Pessah” (Passsover), feasts
which are'being observed by the Jews for more than two thousand
years as feasts of liberty and of unshaken faith in the future.
In January and February of this year I applied verbally and
on March 23rd in writing to the Administration of the Committee
of State Security of the Rostov District with the request to return
the materials withdrawn.
In the reply received by me on April 7, I was informed that
my application in writing has been directed to the Public Procu
rator of the Railway District of the City of Rostov-on-Don to
“proper quarters.”
My twofold application to the Procurator to return me at
least the part of the materials necessary for the observance of the
traditional feast of “Pessah,” starting on April 10, has been re
fused.
Since the Bible is universally recognized as belonging to the
most valuable treasures of the Jewish national as well as of the
world culture and cannot be considered as “anti-Soviet material,”
I consider the refusal to return the material in time for the feast
as a deliberate act meant to wreck the observance of this feast
and as a mockery of the needs of the national Jewish culture.
This act humilates profoundly my national dignity, represents
a profanation of the historical two thousand years' old national
holy feast of “Pessah," and on the whole represents an uncon
cealed act of national discrimination and oppression
In connection with the above I protest resolutely and request
urgent return of the withdrawn materials.
On my part, in consideration of the grave insult, not justi
fied by anything, which comes under the Art. 131 of the Criminal
Cocfe of the 'R.SJ’.S.R. "about insult, i.e.' deliberate belittling of
the honour end the personal dignity,” I found it necessary to
apply to the People’s Court with the request to make the Procura
tor of the Railway District answerable before the law for his
conduct. N
At the same time I beg to apply for re-consideration of the
unmotivated refusals of my application for permission to go to
Israel, which I received already twice, and to permit me and
my family to emigrate to Israel in the nearest future.

JERUSALEM (JTA)— Police
arrested eight persons after a
day of stone-throwing and de
monstrations by religious zea
