Construction comes high in 1971.
We are spending $1 million
nearly every day.
Costs keep going up and up. Your budget proves
that, and so does ours. This year a record $363
million is being invested in construction alone. That
means we’re spending about $376 for each customer
we serve.
Every item we buy has rocketed in price. Since
1960, for example, copper wire has gone from 30
to 60 cents a pound; a utility pole, $29.13 to $39.85;
a turbogenerator, $10 million to $15 million.
But despite inflation, construction can’t wait. You
need power for the ’70’s so we must build now to
meet those needs. And wherever we build, environ
mental planning is part of the cost.
You want reliable electric service and environ
mental protection. We hold those wants in common
The price for getting them is uncommonly high bui
not as h^h as the cost of forgetting them.

Jewess, Phyllis M. Butler has
filed suit against Northwestern
University
Professor Neil V. McNeil, head
of Medill’s program which al
lows graduate journalism stu
dents from the university’s
Evanston, Ill., campus to spend
a quarter covering news in
Washington, D.C., allegedly ex
hibited “arbitrary, unreasonable,
capricious and malicious con
duct” in grading Miss Butler’s
efforts in the program.
The suit asked the court to or
der the university to change two
failing marks received by Miss
Butler to “B or better” and to
allow her to graduate with her
class on June 12.
Miss Butler said, “McNeil was
unable to evaluate and grade my
work in a fair, impartial and
objective manner, and he did
not grade my work according to
the same standards applied by
him to other students.”
“If I did have any bias against
Miss Butler, it was for incompe
tence and general inability to do
required work in the required
way.” McNeil said.
The Medill Graduate Admis
sions Committee, which has as
a member Associate Dean and
Professor of Journalism Peter
P. Jacobi, himself a Jew, re
viewed and rejected Miss But
ler’s charges in April. The com
mittee received 15 letters and
statements from Miss Butler’s
classmates in Washington sup
porting her position.
The suit cites an incident in
which McNeil allegedly order
ed Miss Butler to work on a Fri
day night. She explained to him
that her Judaism forbids her to
work from sundown Friday to
sundown Saturday. Another stu
dent volunteered to complete
the assignment. McNeil became
enraged and removed Miss But
ler from her news beat. He sub
sequently stated that keeping a
Sabbath observing person on a
news beat was the same as
keeping a crippled student on a
beat where he would be re
quired to spend all day walking
long marble corridors and
climbing hard steps.
Because of the two failures,
Miss Butler did not receive her
MSJ (Master of Science in
Journalism) degree after the
