Report Israeli Has Unofficial
Contact With Peking Diplomat

PARIS (JTA)—Repeated con
tacts between Chinese diplomats
of the Peoples Republic and Eli
Ben-Gal, representative of the
Israeli Mapam Party, were re
ported here this week. The last
of a series of meetings between
the representative of the left-
wing Zionist party and the di
plomats from Peking in Paris,
was held in the afternoon, it
was reliably learned by the
Jewish Telegraphic Agen c y .
Ben-Gal met various Embassy
staff members repeatedly and
some of these conversations
were held at their own request.
It was reported that possible
diplomatic relations between
Jerusalem and Peking were not
discussed. On the other hand,
Ben-Gal and the Chinese cover
ed all the Middle Eastern prob
lems in their talks.

In spite of the “unofficial”
character of the talks further
underscored by the fact that
Ben-Gal is not a diplomat, is
not representing the State of
Israel, or even his own party,
the conversations, nonetheless,
have considerable political sig
nificance. Israel recognized the
Peoples Republic of China de
facto as long ago as January,
1950. Since that time, however,
no amelioration was ever noted
in the relations between the
two countries. Beginning with
her stand at the Third World
Bandung Conference, China has
always taken up uncondition
ally the defense of the Arab
cause and since the June, 1967
war China has supported the
Palestinian organizations by ex
tending both ideological and
material help to the more ex
treme guerrillas — the Popular
Front for the Liberation of Pal
estine and the Democratic Pop
ular Front. Fatah guerrillas,
too, have been trained in special
Chinese camps. Since President
Nixon announced his forth
coming Peking trip next spring,
political observers seemed to
note some improvement in Chi
nese Middle East politics. The
contacts between Ben-Gal and
the Chinese diplomats must be
seen in this context.
The JTA learned from a tele
phone conversation with the
Ministry of Foreign Affairs in
Peking that China’s basic Mid
dle East position had not
changed since Premier Chou En
Lai made his famous statement

Mrs. Rachel Maslia
Mrs. Rachel C. Maslia, 66, of
Atlanta died Wednesday, July
21.
Funeral services were held
that afternoon with Rabbi Rob
ert Ichay and Rabbi Joseph
Cohen officiating. Interment
was in Greenwood Cemetery.
Mrs. Maslia was born in Tur
key. She was the widow of David
Maslia and was a member of
the Or VeShalom Synagogue.
It is entirely possible that
Mrs. Maslia may be the only
mother to see each of three sons
become president of his congre
gation, as did her sons, Victor
D„ Albert and Dan D. Maslia.
Each of them became president
of Or VeShalom Congregation.
In addition to her sons, sur
vivors include a sister, Mrs.
Luna Barrocas, and brothers,
David, Morris and Lewis Cohen,
all of Atlanta. There are eleven
grandchildren.

Herman Newman, 54, of At
lanta died Thursday, July 22.
Funeral services were held
July 23 with Rabbi Harry Ep
stein officiating. Interment was
in Greenwood Cemetery.
Mr. Newman, a merchant, was
a member of Ahavath Achim
Synagogue.
Survivors include his wife,
Mrs. Annette Newman; daugh
ters, Misses Natalie, Linda and
Frances Newman; son, Michael
Newman; mother, Mrs. T. New
man; sister, Mrs. Edith Waron-
ker, all of Atlanta.

ago that only a “military and
revolutionary solution to the
Palestinian problem” was possi
ble. Nonetheless, one might see
in the very readiness of the
Chinese Peoples diplomats to
talk to the JTA some change,
if not of the Chinese stand, at
least of their tactics A spokes
man for the Chinese Embassy
in Paris, Tsa Kwei Seng, told
JTA that “no member of the
Embassy had met Ben-Gal.” To
the question whether / Ben-Gal
might have met the Chinese di
plomats outside the Embassy’s
premises, Mr. Seng answered:
“This information is/ pure fab
rication and a provocation. 1
continue to affirm that there
were no talks, neither at the
Embassy nor outside it, in fact,
in no possible way whatever.”
The denial is typical of Chinese
diplomatic tactics. The Chinesd
never acknowledge conversa
tions, as long as no high-rank
ing political decisions have been
taken. These Chinese-American
contacts were formally disavow
ed by Peking.

YIDDISH ON VOA
NIXON MAY SET
WASHINGTON (JTA) — The
ultimate decision as to whether
the Voice of America will beam
Yiddish language broadcasts to
the Soviet Union will be made
by President Nixon.
The VOA, which is part of the
United States Information
Agency headed by Frank
Shakespeare, is on record as
opposed to Yiddish broadcasts
on technical grounds and be
cause it believes that its present
broadcasts to the USSR in vari
ous languages reaches a suffi
cient number of Russian Jews
with news of Jewish affairs.
The agency has argued that
most Soviet Jews understand
Russian and that Yiddish pro
grams would only be redundant.

shoff, Canada’s Ambassador to
Denmark, has been named the
new Ambassador to Hungary
and Poland, it was announced
here.
Wershoff, 61, the son of a He
brew school principal, is a career
diplomat who has served with
the Canadian Foreign Ministry
since 1937.
Advocates of Yiddish VOA
broadcasts say that apart from
the news value they would con
stitute a tremendous psychologi
cal uplift for Soviet Jews.
Bi-partisan pressure for spec
ial VOA Yiddish programming is
building up in Congress where
Senators Clifford Case (R-N.J.)
and John V. Tunney (D-Calif.),
have sponsored a resolution call
ing on the USIA to inaugurate
it.
The USIA Advisory Commis
sion, headed by Frank Stanton,
president of the Columbia
Broadcasting System, will an
nounce a decision on the matter
next month. It is virtually cer
tain that an affirmative recom
mendation would be rejected by
Shakespeare. In that case, sour
ces said, the sponsors of VOA
Yiddish programming would ap
peal directly to the President.

The delegation said they were
“encouraged” by the Soviet
Government’s permission for
several Jewish students to study
at the rabbinical seminary in
Budapest, Hunga r y. Such
schools do not exist in the
USSR. They added however,
“We realize that this arrange
ment is at best a temporary pal
liative but it could be a start
toward the renewal of Jewish
spiritual leadership.”
