The 18-day tour of the Sov
iet Propaganda Eleven to five
American cities was marked by
its distrust of its Jewish com
ponent, shyness to public expos
ure, a breakdown in planned
Jewish community tactics to
meet the group’s propagandist
abilities, and high caution by
some on Capitol Hill.
Originally, American visas
were issued to 18 persons, seven
or eight of them with identifi
able Jewish names. But the
team ended up with four Jews
and seven companions repre
senting six other Soviet nation
alities In either case, its pur
pose was to reflect harmony
among the Soviet’s numerous
nationalities and to deny dis
crimination exists towards any
ethnics including Jews.
Although all the visitors were
Communist Party members in
high professional positions, 1 they
traveled and visited under the
tight surveillance of Soviet
Embassy “interpreters” and “es
corts.” Even Col. Gen. David
Dragunsky, the star performer
on three continents in the Sov
iet’s offensive to appeals for the
relief of Soviet Jews, wasn’t
allowed to go out alone.
For example, when the group
was invited by Kansas City’s
Jewish Federation to see Jewish
community life in America’s
heartland, only two members
responded— Dragunsky and an
“English interpreter,” Goga
Khidujatov, head of Tashkent
University’s history department.
The other three Jews in the group
speak excellent English. Why
one of them didn’t serve as an
“interpreter” is anybody’s guess.”
When a Washington rabbi
invited the group, Dragunsky
came with the other three
Jews — Dr. Samuel Zivs, depu
ty director of the Institute of
Law at the Soviet Academy of
Sciences; Professor Yuri Gits-
man, deputy director of the
Cancer Research Institute in
Moscow, and Dr Janna Uchvid-
ova, of the All-Union Research
Institute of Gastroenterology in
Moscow and the group’s only
woman. But despite their Eng
lish fluency, the Jews had to
have two non-Jewish compan
ions on the visit to the rabbi—
Gennady Fedosov, general sec
retary of the Institute of Soviet-
American Relations in Moscow,
who speaks excellent English,
and an Embassy “interpreter.”
The group’s only genuine pub
lic appearance, in Washington,
ended abruptly, and, from the
Jewish community’s viewpoint,
disastrously. Dragunsky’s fail
ure to appear at the meeting in
Georgetown University promp
ted local Jewish Defense League
leaders, who somehow passed
the scrutiny of door tenders, to
shout “where’s the traitor.”
When Jewish young people
joined in the shouting and
someone set off a smoke bomb,

of a Jesuit institution that the
Soviet government was both
illegal and harsh in its treat
ment of Soviet Jews wishing to
emigrate but they never had
