State Anti-Boycott Bill
Stalled In Mass. Senate

BOSTON, (JTA) — A bill to
outlaw the Arab boycott in
Massachusetts remained stalled
In the State Senate where
serious opposition developed last
weelt after the measure passed
the State House of Represen
tatives. < Sen. Jack Backman
(D.Brookline-Newton), one of
the sponsors of the legislation,
Louis Kravis
Louis Kravis, 85, of St.
Petersburg, Fla., died on May 21.
He was the father of Mildred
Schanker Rich man of Atlanta.
Mr. Kravis was born in
Englandand grew up in Canada
and tbeUftited States. He was a
retired mra’s custom tailor, and
had been a 20-mule-team driver
at the turn of the century.
In addition to his daughter,
Mr. Kravis is survived by a son,
George Kravis of Babylon, N.Y.;
and five grandchildren, Joel and
Barbara Schanker and Hal
Schanker, all of Atlanta, and
David and Jeff Kravis of
Babylon.
Mrs. Etta Levy
Mrs. Phillip (Etta) Levy, 74, of
Atlanta died Monday, June 21.
Funeral was held in
Shreveport June 23 with Rabbi
David Lefkowits officiating.
Mrs. Levy was born in
Montgomery but had lived in
Atlanta for 14 years until 1947
when the family moved to
Shreveport. She came back to
Atlanta five years ago.
Mrs. Levy was a life member
of Hadassah.
Survivors include a daughter,
Mrs. Alvin Levy of Atlanta;
three sons, CPO Louie Levy with
the Coast Guard in North Bend,
Ore.; Major Phillip Levy of San
Antonio, Tex.; and Joe Levy of
Shreveport; seven grandchildren
and two great-grandchildren.
Mrs. Sylvia L. Levy
Mrs. Sylvia L. Levy, 93, of
Atlanta died Wednesday, June
16.
Graveside serivces were held
Thursday, June 17, at
Greenwood Cemetery with Rab
bi Harry Epstein and Cantor,
Isaac Goodfriend officiating.
Mrs. Levy was a longtime resi
dent of Atlanta and a member of
Ahavath Achim Synagogue. She
was the widow of Samuel Levy.
Survivors include two
daughters, Mrs. Viola Meltz and
Mrs Mildred Yeriow, both of At
lanta. two grandsons, Samuel
Mdtz of Atlanta and Stanley
Yeriow of New York; s grand
daughter. Wyiasa Levinsohn of
Columbus, Ga.; five great-grand
children
temporarily postponed action to
provide additional time to
clarify its language.
Backman said he agreed to the
postponement “at the request of
the Jewish Community Council
of Metropolitan Boston” to allow
its attorneys “additional time to
work out some technical
amendments to the bill which
will eliminate any possible legal
questions that have been raised
by certain international cor
porations.”
The corporations most
vigorously opposed to the anti
boycott bill are the Raytheon
Corp. and the Perini Construc
tion Co. Their representatives
said at a meeting last week at
the office of Senate President
Kevin Harrington that while the
firms do not favor the Arab
boycott, they felt the bill, as
written, could be injurious to
their business and was an un
constitutional state usurpation
of federal power that could be
harmful to U, S. trade abroad.
Lobbying by Raytheon is
believed to have turned many
Senators against the pending
legislation, seriously jeopar
dizing its chances of adoption in
its present form.
Proponents of the bill who
attended the meeting pointed to
the need to prevent Arab coun
tries from imposing their
religious, racial and sex dis
criminatory practices upon
American businesses. Albert
Sch loss berg, JCC president, who
headed a delegation of the
organization, and Matthew
Brown a member of the delega
tion, stressed that anti-boycott
legislation is imperative at this
time whefi the nation is
celebrating its bicentennial.
Discrimination against
Americans, white or Black, Jew
or non-Jew, should not be
tolerated and should not be trad
ed away for fear of Arab retalia
tion, they said.

ing, a firm that deals with Arab
countries, also supported the
bill. He said that anti-boycott
legislation would not prevent
American businessmen from ob
taining Arab contracts and that
the legislation was needed for
healthy business relations.
He said he was shocked to
“have been told directly by some
of our multi-national cor
porations doing business in
Massachusetts that they are
fearful of the Arab boycott.” The
Raytheon Corp. is one of the 200
companies recently named by
the B’nai B’rith Anti-
Defamation League as aiding
the Arab economic boycott of
Israel. Last March, according to
a report in the Boston Globe,
Raytheon was charged with

Raytheon recently concluded its
largest cash commercial sale
with Saudi Arabia for $1.1
billion which is believed to in
clude at least six “Hawk” anti
aircraft missile bktteries.
Schlossberg and Brown
pointed out that “the Hawk mis
siles which Saudi Arabia has
ordered from Raytheon can only
be purchased from Raytheon
and the Arabs will continue to
trade with them as they have
with other American or Euro
pean countries whose products
they need.”-*
In another boycott develop
ment, Rep. H. John Heinz
(R.Pa.) charged before the
House International Relations
Committee last week that Aram-
co (Arabian-American Oil Go.)
had deliberately backed out of a
contract with the Delaware Port
Authority because of anti
boycott measures currently pen
ding in the Pennsylvania State
Legislature. The Delaware Port
Authority has jurisdiction over
the port of Philadelphia.New
York and Maryland have passed
anti-boycott measures.
