told the journalists of being cleared by
the special prosecutor of hints that
campaign funds were misused in
Michigan. “I was given a clean bill of
health,” he said.
He also made reference to the an
nouncement early the same week
about sale of arms to the State of
Israel.
Included, he noted in response to a
question later, are four missile
systems of "very sophisticated
nature,” two of which have not even
been delivered to the United States
Armed Forces.
Relations between Israel and the
United States have never been better,
he stated. He referred to the
friendship between him and Prime
Minister Rabin.
We have worked together on many
programs. Ford noted.
One of the editors later asked this
writer if I got the impression that Ford
Administration dislikes a guy named
Carter.
The word is hardly “dislikes.” It is
more closely akin to reaction to the
word Haman in the Hanuka Megillah.
Ford was asked “what is the
difference between your policy
towards Israel and that of Carter.”
Well, he reflected, “Mine is based on
performance; Carter’s is baaed on con
jecture. My administration has a fine
record of performance.”
He repeated several times during
the press session his opposition to an
“imposed settlement in the Middle
East” and that any solution should
come through direct Arab-Israeli
negotiations.”
He rapped Carter’s suggestion that
perhaps “unpublicized negotiations”
should take place between the United
States and the USSR about the fate of
the Mid-East.”
He outlined as ground-rules for US-
Israeli relations: 1 - First there will be
no imposed settlements; 2 - There will
be no insistence upon one-sided
solutions; 3 - There will be the fullest
consultations, 4 - There will be interim
and very substantial military and
economic assistance.
The President was asked whether U.
S. support for Israel is a “special case
and exception within a general
American posture of withdrawal in
foreign affairs. He replied that it was
not an exception but “a part of a global
strategy to achieve or to maintain
peace on a global basis and the support
of Israel is an integral part of achiev
ing a permanent and just peace in the
Middle East.”
Ford told the editors that his orders
to the Department of Commerce to
disclose the names of American cor
porations complying with the Arab
boycott became effective as of October
7. He said “This is the decision I agreed
to.” It is prospective rather than
retroactive because he did not want to
change the rules in the middle of the
game. He noted that his executive
orders last year did not require the
Department of Commerce to name
companies complying with the
boycott, but as of October 7,
“everybody knows it will be pUblic.”
Robert A. Cohn, editor of the St.
Louis Jewish Light and AJPA presi
dent, thanked Ford for accepting the
group’s request for the press meeting.
The editors were addressed by
James Lynn, director of the Office of
Management of the Budget. They were
guests at a reception at Taylor House
and that evening at a reception at the
Israeli Embassy.

private schools. I have met often with parents and
teachers of children who attend such schools. AU
are proud of the religious and cultural heritage of
their schools. But all are deeply worried by the
financial crisis that threatens the existence of such
education in America.
There is more at stake than just buildings and
classrooms. At stake is the right of millions of
Americans to choose a religious education for their
children. This right lies at the core of America’s
diversity and strength It is a right we dare not
lose by default. While I was Governor of Georgia,
voters authorized annual grants for students
attending private colleges in Georgia. We must
develop similar, innovative programs elsewhere
for non-public elementary and secondary schools
to maintain a healthy diversity of educational op
portunity. In many areas of our country, such
schools provide the best education available.
Recognition of these facts should be part and
parcel of the consciousness of any American Presi
dent.

NEW YORK, (JTA) - Agree
ment has been reached on the
method of representation of the
American Zionist movement at
the forthcoming 29tih World
Zionist Congress, which will be
held Jan. 17, 1977 in Jerusalem,
according to Mrs. Faye Schenk,
president of the American
Zionist Federation. At a special
ly convened meeting of the
AZF’s Area Election Committee,
the constituent Zionist
organizations agreed to elect a
single slate of delegates to the
Congress. The Zionist
organizations will, therefore,
receive the following mandates
for the election. The American
Section of the World Federation
of United Zionists, which in
cludes Hadassah, Bnai Zion, and
the American Jewish League for
Israel, will receive 66 mandates;
Labor Zionist Alliance, 28;
Zionist Organization of
America, 26; Religious Zionists
of America, 25; Americans for
Progressive Israel, 4; and the
United Zionist Revisionists, 3.
The fourth delegate for the
United Zionist Revisionists was
proposed and is now being of
ficially requested from the
WZO.
