type" gathering rather than a
resumption of the Geneva con
ference that briefly convened in
December 1973, Israel may be
more amenable to some form of
PLO presence, the observers
said.
In Cairo over the weekend,
Vance welcomed President
Anwar Sadat’s latest remarks
favoring a Jordan-PLO link-up
before the Geneva talks are
resumed as a possible means of
bridging the gap between Israel
and the Arab states over PLO
participation.
Vance is believed to feel that
since Israel has always insisted
on a West Bank settlement

proposal.
Israelis ambivalent
Israeli reaction has been am
bivalent. On one hand, the in
volvement of Jordan would
appear to negate the October
1974 Arab summit decision at
Rabat which designated the PLO
as the sole representative of the
Palestinians.
At the same time, however,
the feeling here is that Vance
seems to be ignoring Israel’s un
qualified opposition to the es
tablishment of a third state
between itself and the
Hashemite Kingdom.
Israel fears that such a state,
even if linked somehow to Jor
dan, would be an irridentist
force seeking to expand at the
expense of both of its neighbors.
Israel would like to see the
Palestinian problem settled by
the creation of a Jordanian-
Palestinian state with which it
would establish secure, recogniz
ed boundaries.
The differences could become
a source of future friction
between Israel and the IT.S.,
sources here acknowledged.
For the time being, however,
Vance reiterated several times
during his brief stay in Israel
that as long as the PLO refuses
to recognize Israel’s right to ex
ist and does not accept Security
Council Resolutions 242 and 338,
it cannot be a partner to the
peace-making process.
Will honor commitments
These matters were discussed
at Sunday’s Cabinet meeting.
Rabin stressed that relations
with the U.S. remain firm and
unchanged. He said Vance had
given him to understand that the
Carter Administration would
honor all political commitments
made to Israel by the Ford Ad
ministration.
Georgia boycott bill

tion is also now pending or being
drafted ih Maine, Tennessee,
Florida, Texas, New Jersey,
Pennsylvania, Michigan,
Virginia and several other

Although the bill is broad in
its terms, the essence of its in
tention is to prohibit companies
from entering into an agreement
with foreign persons to dis
criminate against other Georgia
companies because they trade
with Israel or are included on a
foreign boycott list.
Sen. Paul Coverdell, a co
sponsor, pointed out that
Georgia companies will not be
placed at a disadvantage by the
bill. “We will not in any way in
hibit a company’s right to trade
with any foreign country,* but
the bill will insist that no dis
criminatory practices may be
ordered by that country."
There is also federal legisla
tion pending before Congress on
boycotts but there has been an
unexpected delay due to a re
quest by Secretary of State
Cyrus Vance before his recent
Mideast trip.
Sen. Howard indicated that he
did not feel Georgia should wait
for the outcome of federal
legislation. “We must make
clear our determination to
prohibit discrimination, in
whatever form it appears.
Discriminatory boycotts cannot
be permitted to exidt in Georgia
under any circumstances. They
are morally wrong.”

Obituaries
Mendel Romm
Mendel Romm, 82, of Atlanta,
died Saturday, Feb. 19. Funeral
service was held Monday, Feb.
21, at Spring Hill with Rabbi
Harry Epstein officiating. Inter
ment was in Crest Lawn
Memorial Park.
Mr. Romm was a retired in
surance agent, and was a
member of the Ahavath Achim
Synagogue, Fulton Masonic
Lodge, Yaarab Temple of
Shrine, Hundred Club of Shrine,
and B’nai B’rith.
He was the former president
of the Mayfair Club, Progressive
Club and B’nai B’rith. He
graduated from Georgia Tech in
1918.
Surviving are his wife; his son,
Mendel Romm Jr. of Atlanta;
sisters, Mrs. Sam Ungar of
Miami, and Mrs. Ann Levy of
Atlanta, and four grandchildren.

Paul Katz, 83, of Miami
Beach, formerly of Atlanta, died
Tuesday, Feb. 15.
Funeral service was held
Wednesday, Feb. 16, in Miami
Beach, with burial Thursday,
Feb. 17, in Crest Lawn
Cemetery, Atlanta.
"Mr. Katz was an executive
with a motor freight company.
Survivors are his wife, Mollie
Katz, of Miami Beach; a son, Joe
Katz, Coral Gables; a daughter,
Rosiline McBeth of Pleasant
Hills, Calil'.; six grandchildren
and two great-grandchildren.
Mrs. Bkima Hirsh
Mrs. Bluma Hirsh of Los
Angeles, Calif., died Monday,
Feb. 7.
She was the sister of Mrs.
Belle Rosenfeld of Atlanta.
Other survivors include her
husband, Morris Hirsh; son, Sol
Hirsh of Evanston, III.; two
brothers, David Berman arNew
York City and Morris Bennhn of
San Francisco, and four
