PLO clings to covenant
WASHINGTON, (JTA) - The
Palestine Liberation Organiza
tion made it clear last weekend
that it will not heed the urging
of Secretary of State Cyrus
Vance and others that it change

The Soviet Jewry Committee
of the Atlanta Jewish Welfare
Federation has been in the
forefront of the fight for cultural
and religious liberty in the
Soviet Union. It is because of our
apprehension for the plight of
Russian Jews that these con
cerns are uppermost in our
minds.
Jews, along with other ethnic
and minority groups, continue to
be humiliated and degraded,
even after the signing of the
Helsinki Agreement of 1975
when the U.S.S.R., along with 34
other countries, literally
guaranteed freedom of expres
sion and the right to emigrate.
President Carter has shown
leadership for speaking out on
the issue of human rights in
direct reference to the U.S.S.R.
The President of the Federa
tion, as a result of a resolution
adopted by the Board of Direc
tors, sent the following message
to President Carter: “The Board
of Directors of the Atlanta
Jewish Welfare Federation
wishes to commend you for the
positive public stand which you
have taken in recent weeks on
the issue of ‘Human Rights’.’’
“We applaud you for
demonstrating your
statesmanship and leadership in
speaking out forthrightly, par
ticularly in regard to the rights
of dissidents behind the Iron
Curtain.”
“On August 1,1975, the heads
of 32 European nations, the
Soviet Union, the United States
and Canada, signed the 'Helsinki
Agreement’, thereby obligating
themselves to respect and
guarantee basic human rights —
this ‘Agreement’ being essential
ly a reaffirmation of t|ie charter
members are presumed to en
dorse.”
“Tlie Federation, as the
representative body of the
Jewish Community of Atlanta,
is deeply concerned with this
issue. We as Jews, having been
victims of oppression and in
justice for thousands of years,
can foresee, as you do, the in
creasing extension of the denial
of basic individual freedoms and
security to which all people are
entitled.”
“We applaud you as
Americans, as Jews, as concern
ed human beings, and strongly
urge you to continue to speak out
in behalf of justice and

I urge members of the Jewish
community to write the Presi
dent, voicing your support on the
issue of human rights. As long
as men like Jimmy Carter,
Senator Jackson and others, con
tinue to point their finger and
expose continued violation of
human rights and basic prin
ciples of the U.N. Charter in
countries such as the U.S.S.R.,
there is hope that freedom for
some may become a reality.

replacement of Israel with a
single democratic secular state
in all of Palestine.
Farouk Kaddumi, head of the
FLO’S political department, in
an interview with Cairo’s A1
Ahram, translated by the State
Department, denounced the call
for the terrorist organization to
amend “its charter in such a way
that it would guarantee Israel’s
survival.” He declared, “How
can the West ask us to make con
cessions while Israel refused to
recognize the PLOT”
Kaddumi said the PLO has
“conveyed” to United Nations
Secretary General Kurt
Waldheim its “specific stand” on
the Geneva conference. He said
the PLO “should participate as
an independent delegation in'all
the work of the conference and
at all of the sessions on condition
that the Palestinian question is
an independent topic on the
agenda along with the giving of
international guarantees for the
survival of the new Palestinian
state.” He said the guarantees
must come from the large states,
“specifically” the United States
and the Soviet Union.
